Abstract (english):
Constituting a metacognitive strategy, system competence, or systems thinking can only assume its assigned key function as a basic concept for the school subject of geography in Germany after a theoretical and empirical foundation has been established. A measurement instrument is required which is suitable both for supporting students and for the evaluation of methodical-didactic measures. Such a tool is theoretically anchored in an empirically validated geography-didactic and cognition-psychological competence model, providing a differentiated representation of both the internal structure of a competency and the proficiency levels. The starting point of this foundation was the development of a normative-theoretically derived model of geographic system competence. Its empirical validation was performed in different phases aimed at operationalizing the competence model by means of test problems. In order to analyze the factor structure of the theoretical model, various item response models were estimated. The item levels of difficulty expected in the competence model were related to the empirical levels of difficulty and predicted by means of ordinary least squares (OLS) regression to verify the model for proficiency levels. The two-dimensional competence model-with the two dimensions "system organization and behavior" and "system-adequate intention to act"-exhibits a better fit in reference to the model fit criteria than the one-dimensional and three-dimensional models. The correlations between the expected and empirical item difficulties are positive. Items that should be more difficult according to the competence model are actually shown to be more difficult. These findings suggest the reliability and validity of this new measurement instrument for diagnosing and promoting geographical system competence. Anchoring vignettes are item batteries especially designed for correcting responses that might be affected by incomparability. This article investigates the effects of anchoring vignettes on the validity of student self-report data in 64 cultures. Using secondary data analysis from the 2012 Programme for International Student Assessment (PISA), we checked the validity of ratings on vignette questions, and investigated how rescaled item responses of two student scales, Teacher Support and Classroom Management, enhanced comparability and predictive validity. The main findings include that (a) responses to vignette questions represent valid individual and cultural differences; in particular, violations in these responses (i.e., misorderings) are related to low socioeconomic status and low cognitive sophistication; (b) the rescaled responses tend to show higher levels of comparability; and (c) the associations of rescaled Teacher Support and Classroom Management with math achievement, Student-Oriented Instruction, and Teacher-Directed Instruction are slightly different from raw scores of the two target constructs, and the associations with rescaled scores seem to be more in line with the literature. Namely, the associations among all self-report Likerttype scales are weaker with rescaled scores, presumably reducing common method variance, and both rescaled scale scores are more positively related to math achievement. The country ranking also changes substantially; in particular, Asian cultures top the ranking on Teacher Support after rescaling. However, anchoring vignettes are not a cure-all in solving measurement bias in crosscultural surveys; we discuss the technicality and directions for further research on this technique. (DIPF/Orig.)

Abstract:
Systemkompetenz stellt eine besondere Herausforderung dar, da im Sinne des Brückenfachcharakters physio- und humangeographische (Sub-)Systeme in ihrer Wechselwirkung betrachtet werden. Im Aufsatz wird die theoretische Herleitung und die empirische Überprüfung eines Kompetenzstrukturmodells dargelegt. Mehrere theoretisch plausible Modelle wurden hinsichtlich ihrer Modellgüte miteinander verglichen. Demnach bildet ein zweidimensionales Kompetenzstrukturmodell mit den Dimensionen "Systemorganisation und -verhalten" sowie "Systemadäquate Handlungsintention" die empirischen Daten am besten ab. Abstract (english):
Pursuant to the German educational standards in geography the system concept is considered a central basic concept. Being a bridging subject, geography faces special challenges with regard to the imparting of a related system competence when reflecting upon the reciprocal effects of both physical and human geographic (sub-)systems. The article displays the theoretical derivation as well as the empirical assessment of a competency structure model. Within the model accuracy it turns out that a two-dimensional competency structure model including the dimensions "system organization and behavior" and "system-adequate intention to act" shows best the empirical data. Abstract:
Die deutschen Bildungsstandards im Fach Geographie weisen das Systemkonzept als zentrales Basiskonzept aus. Im Kompetenzbereich Fachwissen wird Systemkompetenz damit zur Schlüsselkategorie geographischen Denkens. Verkürzt formuliert bedeutet dies, dass der Geographieunterricht wesentlich zu einem tiefgründigen Verständnis komplexer Mensch-Umwelt- Zusammenhänge beitragen soll. Um dies unterrichtlich umsetzen zu können, bedarf es einer umfassenden theoretischen und empirischen Fundierung dessen, was im geographischen Kontext unter Systemkompetenz bzw. Systemdenken zu verstehen ist. Gefordert ist in erster Linie ein Messinstrument, das sich zur Förderung im Unterricht genauso eignet wie zur Evaluation methodisch-didaktischer Massnahmen. Im Rahmen einer dreijährigen Studie wurde ein entsprechendes Systemkompetenzmodell entwickelt. Methodik und wesentliche Ergebnisse dieser Studie werden hier vorgestellt. Zentraler Baustein der Studie sind 17 Testaufgaben, bestehend aus einem Aufgabenstamm und jeweils 7 bis 10 zu lösenden Items. Die Präsentation einer solchen kompletten Aufgabe (sowie zwei weiterer Testaufgaben online) verdeutlicht, wie die Dimensionen und Stufen im Kompetenzmodell gemessen werden können. Ein Einblick in das Testinstrument in diesem Detailierungsgrad soll es ermöglichen, die Kernideen des Systemdenkens dank konkreten Beispielen besser zu verstehen.
Abstract (english):
According to the German Educational Standards in Geography, system competence is a fundamental geographic concept. Hence, in the competence area of subject-specific knowledge, system competence is a key category of geographic thinking. In other words, geography lessons are to contribute considerably to a deepened understanding of complex human-environment interactions. The implementation in the classroom presupposes an extensive theoretical and empirical foundation of what exactly is to be understood as system competence or systems thinking in a geographic context. First and foremost, a measuring tool is required which is suitable both for supporting students as well as for evaluating methodical-didactic measures. Within the framework of a three-year research project, a respective model for system competence was developed. The methodology as well as the essential findings of the research project are being presented here. The research project's main component are 17 test problems consisting of a master problem with 7 to 10 items each for resolution. A complete problem (as well as two further test problems online) is depicted in order to explain how the dimensions and stages of the competence model can be measured. For the sake of creating a deeper understanding of the core ideas of systems thinking, detailed concrete examples are being presented.

Abstract:
Die Bildungsstandards im Fach Geographie für den Mittleren Schulabschluss definieren das Systemkonzept als Hauptbasiskonzept des Faches (DGfG 2012, 10). Damit dieses Konzept die ihm zugesprochene Schlüsselfunktion der Optimierung und Weiterentwicklung geographischer Bildungsprozesse übernehmen kann, ist dessen theoretische und empirische Fundierung unabdingbar (vgl. Klieme & Leutner 2006, 2ff.). Dafür ist ein Messverfahren zu entwickeln, das sich als Basis für die Beurteilung und adäquate Förderung von Lernenden eignet, aber auch für die Evaluation methodisch-didaktischer Maßnahmen. Hierbei muss Kompetenzmessung sowohl die Binnenstruktur der Kompetenzen (= Teilfähigkeiten) als auch die Niveaustufen differenziert darstellen und in der Lage sein, Veränderungen im Lern- und Entwicklungsprozess abzubilden. Es bedarf daher eines Messverfahrens, das in einem empirisch geprüften geographiedidaktischen bzw. kognitionspsychologischen Kompetenzmodell verankert ist. Darüber hinaus muss sich eine solche Kompetenzmessung auf psychometrische Modelle stützen, die sozusagen zwischen Messoperation und Kompetenzmodell vermitteln, indem sie begründen, wie ein Messergebnis im Sinne des Kompetenzmodells zu interpretieren ist. Die Entwicklung eines normativ-bildungstheoretisch hergeleiteten Modells zur geographischen Systemkompetenz bildet den Ausgangspunkt der oben geforderten Fundierung. Der Weg dazu und das Ergebnis wurden bereits an mehreren Stellen ausführlich dargelegt (Rempfler & Uphues 2010; 2011a, b, c; 2012) und sollen an dieser Stelle nur knapp wiedergegeben werden. Daran anknüpfend legt der vorliegende Beitrag den Schwerpunkt auf die Frage, wie das theoretisch hergeleitete Kompetenzmodell empirisch validiert wird, um es zusammen mit den konzipierten Testaufgaben im Rahmen der schulischen Diagnostik anwenden zu können. Nach einigen grundlegenden systemtheoretischen Ausführungen (Kap. 2) werden deshalb in den zentralen Kapiteln 3 und 4 das Verfahren und erste Ergebnisse der Modellvalidierung ausführlich vorgestellt. Ein kurzer Ausblick zeigt auf, wie das Kompetenzmodell in nächsten Schritten zu implementieren ist. (DIPF/Autor)

Abstract:
In this article, the change in examinee effort during an assessment, which we will refer to as persistence, is modeled as an effect of item position. A multilevel extension is proposed to analyze hierarchically structured data and decompose the individual differences in persistence. Data from the 2009 Program of International Student Achievement (PISA) reading assessment from N = 467,819 students from 65 countries are analyzed with the proposed model, and the results are compared across countries. A decrease in examinee effort during the PISA reading assessment was found consistently across countries, with individual differences within and between schools. Both the decrease and the individual differences are more pronounced in lower performing countries. Within schools, persistence is slightly negatively correlated with reading ability; but at the school level, this correlation is positive in most countries. The results of our analyses indicate that it is important to model and control examinee effort in low-stakes assessments. (DIPF/Orig.)

Abstract (english):
The paper presents a multilevel item response model for item position effects. It includes individual differences regarding the position effect to which we refer to as the persistence of the test-takers. The model is applied to published data from the PISA 2006 science assessment. We analyzed responses to 103 science test items from N = 64.251 students from 10 countries selected to cover a wide range of national performance levels. All effects of interest were analyzed separately for each country. A significant negative effect of item position on performance was found in all countries, which is more prominent in countries with a lower national performance level. The individual differences in persistence were relatively small in all countries, but more pronounced in countries with lower performance levels. Students' performance level is practically uncorrelated with persistence in high performing countries, while it is negatively correlated within low performing countries.
