Abstract:
Das Gütekriterium der Validität ist ein zentrales Qualitätskriterium. Es ist den Gütekriterien Objektivität und Reliabilität übergeordnet. Validität bezieht sich darauf, inwieweit Interpretationen von Testwerten und beabsichtigte Verwendungen von Tests gerechtfertigt sind. Das Verständnis von Validität hat sich in den letzten Jahrzehnten deutlich weiterentwickelt. Während sich im vergangenen Jahrhundert zunächst eine wenig praktikable Vielzahl "verschiedener Validitäten" herausgebildet hatte, wird Validität inzwischen als einheitliches Qualitätskriterium betrachtet, das Informationen aus verschiedenen Quellen integriert. Zudem wurde Validität früher als Eigenschaft eines Tests betrachtet, heute bezieht sie sich auf die Interpretation von Testwerten. Ein Test kann demnach nicht als solcher valide sein, vielmehr erfordert jede intendierte Testwertinterpretation eine separate Validierung. Im Kontext aktueller internationaler Forschung wird die Validierung von Testwertinterpretationen im Rahmen des sog. "argumentationsbasierten Ansatzes" beschrieben. Dabei muss zunächst die zu validierende Testwertinterpretation präzise formuliert werden. Dann werden empirische überprüfbare Grundannahmen der Testwertinterpretationen identifiziert. Hierauf wird empirische Evidenz gesammelt, anhand derer die Grundannahmen widerlegt oder vorläufig gestützt werden können. Wichtige Evidenzquellen sind die Testinhalte, die bei der Testbeantwortung ablaufenden kognitiven Prozesse, die interne Struktur der Testdaten und die Beziehungen der Testwerte zu anderen Variablen. Bei der abschließenden zusammenfassenden Bewertung wird eine Testwertinterpretation dann als valide betrachtet, wenn keine der zugrunde liegenden Annahmen widerlegt werden konnte. Die argumentationsbasierte Validierung gleicht theoriegeleiteter und hypothesenbasierter Forschung und erfolgt spezifisch für jede intendierte Testwertinterpretation. Der Abschluss eines Validierungsprozesses hat einen vorläufigen Charakter, da zukünftige Befunde eine Testwertinterpretation hinsichtlich einer oder mehrerer Grundannahmen widerlegen und damit infrage stellen können. Abstract:
The PISA 2018 Context Questionnaire are based on the questionnaire framework (OECD, 2018), described in chapter 3 of this report. Many questionnaire items were designed to be combined in some way in order to measure latent constructs that cannot be observed directly (e.g. a student's achievement motivation or economic, social and cultural background). To these items, transformations or scaling procedures were applied to contruct meaningful indices. In the following, these indices are referred to as "derived variables". This chapter describes derived variables based on one or more items that were constructed and validated for all questionnaires administered in PISA 2018.

Abstract (english):
International Large-scale Student Assessments are the most prominent example of internationalization processes in education. A number of studies have analysed the policy reactions to such studies, particularly to the Organisation for Economic Co-operation and Development (OECD) Programme for International Student Assessment (PISA) study. PISA and comparable projects have also raised concerns of a feared increase of assessments and accountability procedures. So far, systematic empirical evidence that could corroborate such concerns has been scarce. In this paper, we examine the prevalence of assessment and accountability practices at secondary education level as well as changes in these practices over time. We explicitly focus on changes over time by drawing on data from PISA 2000 to PISA 2015. Analyses over time are not straightforward with PISA, as the questionnaires change between survey rounds. This leads to different coverage of specific indicators over time. We present descriptive analyses for 20 OECD countries. The results show an increasing trend for the vast majority of the generated indicators, indicating that assessments and the use of assessments for purposes of accountability increased within the larger part of the OECD during the last 15 years. Likewise, more horizontal, peer-oriented evaluation procedures focusing on organizational learning gained importance. A cluster analysis based on selected indicators of 2015 revealed that there are four distinct groups of countries, which are mainly distinguished by different levels of the prevalence of assessment, accountability and evaluation practices. Abstract:
Im vorliegenden Beitrag w[e]rden die Möglichkeiten der Zusammenarbeit von Schule und Elternhaus betrachtet sowie in ihren Chancen und Herausforderungen dargestellt. Anhand verschiedener nationaler und internationaler Untersuchungen konnte gezeigt werden, dass die Beteiligung von Eltern an schulischen Bildungsprozessen eine wichtige Einflussgröße für die (schulische) Entwicklung des Kindes sowie eine zentrale Ressource - wenn auch keine Garantie - zum Erreichen von Chancengleichheit darstellt. Insbesondere eine kindbezogene Beteiligung an der Schule [...] sowie eine fachbezogene Förderung im Elternhaus [...] haben sich hier als effektiv erwiesen. Als spezifische Form der elterlichen Beteiligung [wird] die Beratung im schulischen Kontext näher betrachtet. Hier konnte gezeigt werden, dass dieser in Deutschland ein hoher Stellenwert im Schulalltag zukommt. Es gibt vielfältige Beratungsangebote für Eltern, und an vielen Schulen wird Elternberatung zusätzlich zum Elternsprechtag durchgeführt. Zwar sind Ressourcen für die Elternberatung an den meisten (Sekundar-)Schulen in Deutschland vorhanden, bezüglich der Aus- und Weiterbildung von Lehrkräften sowie hinsichtlich der Abstimmung der Beratungsangebote auf die spezifischen Bedürfnisse von Eltern zeigen sich jedoch Optimierungsbedarfe. [...] Weitere wissenschaftliche Untersuchungen zur Beratungssituation im Schulalltag sowie zu den erforderlichen Kompetenzen aufseiten der Lehrkräfte und den Effekten einer gelungenen Elternberatung können dazu beitragen, diese Entwicklungsprozesse auf der Grundlage empirischer Evidenz voranzubringen. This paper summarizes the latest practices and research topics in questionnaire use for international large-scale assessments (ILSAs). We point to the most important aspects in questionnaire design and development for international studies and highlight current challenges for the cross-cultural measurement of context factors in education. Finally, we open the discussion for research and policy issues that might lead to recommendations concerning an improved usage of context questionnaires in future studies. While we provide insight into a range of different studies, many of our examples will focus on the Program for International Student Assessment (PISA), one of the best known ILSAs and our area of expertise. Abstract (english):
This study assesses students' reports of two facets of parental involvement (i.e., family activity and parents' subjective importance) in a sample of ninth-grade German secondary school students, related to German language (Sample 1:N = 4476) and English language (Sample 2: N = 4440). The aim was to test the direct and indirect relations between the two facets of parental involvement and student achievement and the generalizability of mean levels and patterns of relations across students' migration status. The results did not demonstrate any significant direct relations between both facets of parental involvement and student achievement. However, for both language domains, family activity was found to be indirectly related to student achievement with students' domain-specific academic self-concept serving as a mediator variable. The student sample was divided into four groups of students with different migration status (students and parents born in Germany; only one parent born in Germany; only the student born in Germany; student and parents born abroad). For both language domains, the pattern of relations between the two facets of parental involvement and student achievement was invariant across these groups of students. When considering mean level differences, the students reported similar levels of parents' subjective importance across all the four groups with respect to both German and English languages. Regarding family activity in the domain of German language, students whose parents had both been born abroad reported lower mean levels. Mean differences in the level of family activity in the domain of English language were found to be less clear-cut. (DIPF/Orig.)
