Abstract (english):
Worldwide, students' health and subjective well-being increasingly are regarded as important. One central noncognitive aspect that threatens students' well-being and that is related to students' socioeconomic background is whether they feel they belong to their social context (e.g., school) or instead feel socially ostracized. The present study investigated the relation between parents' education and students' sense of belonging to school and the role of students' and parents' attitudes toward school as mediators across different countries. The results indicate that students whose parents have a higher education level feel less socially excluded. As expected, students' attitude functions as a mediator: The more educated the students' parents, the more positive the students' attitudes toward school. Likewise, the more positive their attitude, the stronger they indicated a feeling of social belonging and the less they indicated feeling socially excluded. Further, more individualistic countries show a weaker effect. (DIPF/Orig.)

Abstract:
Merkmale der häuslichen Lernumgebung, der frühen Förderung sowie der Zusammenarbeit der Eltern mit der Schule beschreiben Bedingungen, unter denen Fünfzehnjährige in Deutschland und anderen Staaten ihre Kompetenzen entwickeln können. PISA 2015 kann aufzeigen, dass die Voraussetzungen der Förderung im Elternhaus und die Zusammenarbeit zwischen Eltern und Schule in Deutschland durchaus positiv zu beurteilen sind. Ein Großteil der fünfzehnjährigen Schülerinnen und Schüler wächst in einer Familie auf, in der gemeinsame Aktivitäten sowie Gespräche mit den Eltern täglich stattfinden und in der die Eltern ihr Kind emotional unterstützen. Eine spezifische fachliche Unterstützung - in PISA 2015 bezogen auf die Naturwissenschaften - findet hingegen vergleichsweise selten statt. Hinsichtlich der beruflichen Erwartungen formulieren die Eltern lediglich jeder und jedes zehnten Fünfzehnjährigen einen naturwissenschaftlichen Berufswunsch. Die Eltern der meisten Schülerinnen und Schüler sind motiviert, sich an der Schule ihres Kindes aktiv zu engagieren, es beim Lernen zu unterstützen und zu fördern. Sie nehmen an vielen Schulen eine hohe Schulqualität und eine zur Zusammenarbeit einladende Atmosphäre wahr. Dabei sehen die Eltern in der Zusammenarbeit mit der Schule einen sehr wichtigen und relevanten Aspekt für die Entwicklung ihres Kindes. Konkrete Hinweise zur Unterstützung der familiären Förderung durch die Schule erfolgen allerdings vergleichsweise selten. Hier wird Optimierungspotenzial deutlich: Schulen könnten noch aktiver auf Eltern zugehen, sie zur Zusammenarbeit einladen und neben umfangreichen Informationen auch konkrete Unterstützungsmöglichkeiten thematisieren. Abstract:
Die sogenannten Hintergrund-Fragebögen haben in den PISA-Erhebungen wachsende Bedeutung. Die Auskünfte von Lernenden, Lehrkräften, Schulleitungen und Eltern werden benötigt, um den sozialen Hintergrund, die Zuwanderungsgeschichte und den Bildungsverlauf zu rekonstruieren sowie Lehr-Lernprozesse, schulische Rahmenbedingungen und die Steuerung des Schulsystems zu beschreiben. Neben diesen Kontextfaktoren werden auch wichtige Lernergebnisse wie Interessen und Lernmotivation erfasst. Das Kapitel skizziert die Rahmenkonzeption der international eingesetzten Fragebögen, für die erstmals ein Team aus Deutschland verantwortlich zeichnete. Abschließend diskutiert das Kapitel Fragen der Qualitätssicherung, die Vergleichbarkeit von Daten über Staaten hinweg, den Computereinsatz und den Datenschutz sowie Grenzen der Aussagekraft von Fragebögen. Abstract (english):
Early childhood education and care (ECEC) services are receiving increased attention in many countries, and research has provided evidence that ECEC experiences influence children's later development in school. It seems valuable therefore to collect information on ECEC experiences also in international school achievement studies. In this chapter a broad outline of the theoretical grounding for such an assessment framework as well as the reasoning for the choice of ECEC indicators in the Programme for International Student Assessment (PISA) 2015 field trial is provided. Definitions of key concepts in ECEC are introduced: quantitative indicators of ECEC experience, curriculum, pedagogy, pedagogical approaches and concepts of quality. The practical relevance of these concepts and their relations to other aspects of school effectiveness and educational policy research and practice are highlighted. Finally, those constructs are described that seem to be the most relevant for international school achievement studies. At the same time, mainly due to the retrospective nature, there are strong limitations to the assessing of ECEC experiences in the context of school achievement studies. International large-scale assessments (ILSAs) such as PISA, TIMSS and PIRLS represent the state-of-the art methodologies of sampling theory, survey research design, and psychometrics. The purpose of this chapter is to provide an accessible overview of the methodologies that underlie ILSAs generally, with a specific focus on PISA. We focus on the PISA sampling design, issues of translation and adaptability, the methodologies that are used for the development of cognitive tests, and finally the methodologies used to assess the material included in the context questionnaire. The present framework intends to explain the goals and the rationale for choosing appropriate questionnaire content, guiding both the questionnaire development and the forthcoming reports. The document is organized into two main parts: (1) defining the core content of the PISA questionnaires, and (2) elaborating a modular structure for broader coverage of policy issues. The first part of this document links the current Framework to the overarching (cross-cycle) structure of PISA context assessment set out in the PISA 2012 Framework (OECD 2013, p. 168 ff.). The constructs that need to be covered for monitoring trends in education are revisited, with reference to the general background of Educational Effectiveness Research. Measures which have been used previously for initial reporting, for international indicators (published in "Education at a Glance"), and for secondary analyses are reviewed, culminating in an outline of core content that should be assessed in all cycles, for all participants. The second and larger part of this document explores the full breadth of policy issues to be covered, structured by 19 modules, and explains how the most important modules-i.e. those judged as high priority modules by the PISA Governing Board-have been implemented in PISA 2015. Abstract (english):
Students' opportunities to learn are closely related to student achievement and thus are an important aspect of education effectiveness research. International school achievement studies have stressed their importance for questions of equity in education. This chapter concentrates on the quantity of opportunities to learn: i.e., the curriculum content and the amount of learning time that a student experiences. A literature review leads to the identification of core concepts of curriculum and learning time that should be included in international large-scale assessments (ISLAs) in order to enable meaningful reporting, provide useful data for secondary research, and facilitate policy making. The resulting theoretical frameworks, combined with the literature on education effectiveness research, are compared against previous measures for both concepts in ILSAs, and provide the foundation for questionnaire material that was developed for, implemented and evaluated in the field trial for PISA 2015. Theoretical considerations (see Chaps. 5 to 19 of this volume) led to the development of a great amount of questionnaire material, which was localized to fit the contexts of more than 70 countries and economies, implemented in a study with about 120,000 students across these countries, and analyzed to yield indicators on how well questions functioned across and within countries. Such a study, and its results, depends on design and methodological considerations and on decisions made during preparation and implementation. This chapter summarizes decisions regarding the design and analysis procedures of the PISA 2015 field trial, and the resulting data that were used to develop the PISA 2015 main survey's context assessment. Furthermore, this chapter provides strategies and reasoning related to the choice of questionnaire material that was deemed to be suitable to assess learning contexts in different countries equally well. This chapter provides an overarching framework to context assessment in international large-scale assessments (ILSAs), and applies it to discuss relationships between context and cognitive assessment. One of the most critical differences between these two types of assessment is the variety of topics, perspectives, and levels in the education systems that need to be taken into account. This chapter first points out similarities in context assessments across ILSA programs, thus defining a set of common content in context assessment. Although there are important conceptual similarities in context assessments across ILSAs, there are good reasons why this lowest common denominator should be enriched according to the respective study goals and designs of the different programs. This chapter discusses some possible directions and further, provides suggestions as to how the scope of ILSAs may be increased to provide better information about education research and policy in the future. Although this framework model is applicable to learning contexts worldwide, context assessments in ILSAs need to take into account the many similarities and differences of education systems world-wide. A final aim of this chapter therefore is to discuss some critical issues that arise from an international perspective in ILSAs. (DIPF/Orig.)

Abstract (english):
Do increased instruction hours improve the performance of all students? Using PISA scores of students in ninth grade, we analyse the effect of a German education reform that increased weekly instruction hours by two hours (6.5 percent) overalmost five years. In the additional time, students are taught new learning content. On average, the reform improves student performance. However, treatment effects are small and differ across the student performance distribution. While low-performing students do not benefit, high-performing students benefit the most. The findings suggest that increases in instruction hours can widen the gap between low- and high-performing students. (DIPF/Orig.)
