Abstract (english): Policy makers in mainland Europe, North America, and Austral-Asia have launched programs designed to support leadership development in education. Based on this realisation, the Commonwealth Secretariat commissioned a study which was called the: "Commonwealth project on leadership in education assessment and development" (Co-LEAD). The study's main goal was to explore school leaders' training needs around the Commonwealth in order to provide some answers to the following questions and more specifically to the professional development needs of school principals. To date, research in these areas is scarce, especially in Commonwealth countries, thus the great expectations that the Needs Assessment Study commissioned by the Commonwealth Secretariat will form an initial base of evidence that future research and practice can build on with regards to school leaders' professional development. Within this context, the two researchers who undertook the needs assessment study developed the following framework which depicts the way forward in terms of school leaders' professional development for the 21st century. In particular they focused on the following guiding questions: "In what kind of context do school leaders operate, at the system as well as at the local level?" "How well prepared are school leaders in performing effectively their duties?" "Where do their needs for professional development lie?" "Which forms of professional development are preferable?" Abstract: Dieser Beitrag liefert eine Beschreibung, Analyse und schließlich einen Vergleich der Unterstützungsstrukturen für Schulen und schulisches Personal in Kanada, England, Finnland, Frankreich, den Niederlanden und Schweden. Im ersten Teil des Beitrags werden die Organisation der Unterstützungssysteme, Formen externer Schulberatung und die Struktur der Lehrerfortbildung in den Vergleichsländern beschrieben. Es folgt eine vergleichende Analyse der Unterstützungsstrukturen. Im Vordergrund stehen dabei unterschiedliche Unterstützungsphilosophien, Professionalisierung und lokale Vernetzung als Kategorien externer Schulberatung, Formen schulnaher Lehrerfortbildung sowie die Professionalisierung des schulischen Leitungspersonals.
Abstract (english): As part of a major comparative study, this section describes, analyses and compares support structures for individual schools and for school staff in six countries: Canada, England, Finland, France, the Netherlands and Sweden. Thefirst part of the paper is devoted to the overall structure of the support systems, systems of external school counselling and teacher in-service training in these countries. This is followed by a comparative analysis of the support systems. Here, special attention is given to different "support philosophies", to professionals and local networks as major categories of external school counselling, to the provision of support in the context of student and school assessment, to school based in-service teacher training and to the professional development of school leaders.

Im Ersten Teil führt der Verfasser in die rechtlichen und organisatorischen Rahmenbedingungen des Schulrechts ein, behandelt im Zweiten Teil die Rechtsstellung der Schülerinnen und Schüler sowie der Eltern im Schulwesen und befasst sich im Dritten Teil mit den Rechten und Pflichten der Lehrkräfte. Jedes der 18 Kapitel enthält zur Überprüfung des Erlernten Übungsaufgaben, für die am Ende des Buches Musterlösungen vorgelegt werden.

Abstract (english): The international comparative dimension has played a rather limited role in educational research in spite of widely similar educational political goals and similar topics within the transformation societies. It is without question that transformation is embedded in nationally, culturally and histor-cally specific processes. On the other hand, the editors share the assumption that the democratic transformation of sociopolitical systems follows, in addition to certain often significant, national or regional peculiarities, universal patterns and that consequently the modernisation of education systems after the end of authoritarian regimes produces common features and outcomes. Twelve or eight years respectivly after the fundamental system changes in Germany and South Africa the volume want to assess the available research results on topics of educational transformation in both countries and in develop possibly new international research perspectives.
