Abstract: In diesem Kapitel werden wesentliche Gemeinsamkeiten und Unterschiede der Steuerung der Schulsysteme in den Gliedstaaten Kanadas und Deutschlands summarisch skizziert. Die Analyse stützt sich auf die im Anhang der Studie (Teil 1) wiedergegebene Analyse zentraler Merkmale der Schulsystemsteuerung in den einzelnen kanadischen Provinzen und den deutschen Ländern. Der im ersten Teil des Kapitels unternommene systematische Vergleich bezieht sich auf folgende Bereiche: Organisation des Schulsystems und der Schulverwaltung, Ressourceneinsatz, Steuerung der Schülerströme, Entscheidungskompetenzen der Einzelschule, Unterricht und Unterstützung der Schüler beim Lernen sowie externe Evaluation. Anschließend werden die Befunde synthetisiert mit dem Ziel, solche Faktoren der Schulsystemsteuerung zu identifizieren, die sich unter den Bedingungen des kanadischen Bildungsföderalismus und auf der Grundlage der berichteten Systemcharakteristika als potenziell erfolgsstiftend erweisen. Abstract (english): This chapter provides a summary of shared aspects as well as the differences in the governance of school systems at the federal state level in Canada and Germany. The analyses draw back on an analysis of school governance characteristics in the Canadian provinces and the German Länder states, which is outlined in the appendix to this study (part 1). The systematic comparison presented in the first part of this chapter refers to the following aspects: organisation of the school system and of school administration, use of resources, governance of student influx, decision-making competencies at individual school level, instructing and supporting students as well as external evaluations. Secondly, the results are synthesised in order to identify those factors of school system governance that are potentially successful when taking into account the reported Canadian educational federalism and the system characteristics. Abstract (english): This study of the education system of Lithuania is part of the handbook "The education systems of Europe" which presents an analytical description of the education systems of all European countries, following common guidelines. The study begins with the historical background and social context of the Lithuanian educational system which is followed by the description of the organizational and administrative context of the current education system. The next step is the functioning of the current education system, beginning with a structural overview and followed by an analysis of the different levels of the education system, including, as a separate chapter, post- secondary and tertiary education. The country study ends with perspectives for further development. A diagram illustrating the structural scheme of the Lithuanian educational system is part of this article. (DIPF/Orig./Kie.)

Abstract (english): The chapter reports findings from the descriptive-analytic assessment of central features pertinent to school governance systems in the provinces ( Canada) and Länder states (Federal Republic of Germany), which provide the basis for the comparative analysis presented in chapter 5 of the study. Abstract: Im Zentrum des Beitrags stehen Darstellung und Vergleich der Entwicklungslinien des Schulwesens in Kanada und Deutschland im Kontext jeweiliger Gesellschaftsgeschichten. Der historische Überblick bezieht sich insbesondere auf die Herausbildung der bundesstaatlichen Ordnung beider Länder, auf die Bevölkerungsgeschichte, sodann auf die Genese grundsätzlicher staatsrechtlicher und schulrechtlicher Rahmenbedingungen, der Steuerung, Organisation und inneren Gestaltung der Schule. Der Vergleich selbst orientiert sich an den Kriterien Zeitdimension, ethnische und kulturelle Aspekte, politisches System, Schulverwaltung und Schulorganisation. Anliegen der Überblicksdarstellung ist es, die in den nachfolgenden Kapiteln der Studie aufgezeigten Einzelphänomene und quantitativ-statistischen Befunde in Kontexten ihres jeweiligen historischen Entwicklungsprozesses und gesellschaftlichen Gesamtzusammenhanges bewusst werdenzu lassen. Abstract (english): This chapter describes and compares trends of schooling in Canada and Germany in the context of social history. In particular, the historical outline considers the emergence of the federal character of the two countries, population history, the genesis of fundamental framework conditions in the areas of constitutional law and educational law, and, lastly, the development of governance, organisation and internal layout of schools. The last section of the chapter compares these developments. The criteria considered in this comparison are the dimension of time, ethnical and cultural aspects, political system, and administration and organisation of school systems. The purpose of this chapter is to place the individual phenomena and quantitative statistical findings as reported in the following chapters in the context of specific historical processes and perspectives of society as a whole.
