Abstract:
Bericht über die Ergebnisse des Projektes "QualitätsPartnerschaft der Regionen" im Rahmen des Socrates 6.1. Programmes der EU (2001 - 2003). Dabei haben Schulen und Schulaufsicht aus vier Regionen in Hessen mit jeweils der gleichen Zahl Partnerschulen in Irland, Österreich, Portugal und Schottland eigene Mittel der Evaluation entwickelt, die Evaluationen durchgeführt und in gemeinsamen Portfolios dokumentiert. Der "regionale Qualitätsdialog" zwischen Schulen und Schulaufsicht hat sich dabei als tragfähiges Steuerungsinstrument für die Entwicklung der Schulen erwiesen.
Abstract (english):
Report on the results of the project "Quality Partnership of the Regions" in the context of Socrates 6.1. program of the European Union (2001 - 2003). Schools and school inspection of four regions in Hesse have cooperated the samenumber of partner schools in Ireland, Austria, Portugal and Scotland to develop own instruments of evaluation, doing the evaluation and document the results in portfolios. The "regional quality dialogue" between schools and school inspection has proven to be a powerful instrument of school development.

Abstract (english):
This report endeavours to provide an insight into the efforts of schools, head-teachers and staff, who in most cases did not know each other before the project was started, to define areas of common evaluation and to get to comparable results in limited time. The capacity for (self-)evaluation of single schools on the one hand and the strengths of international and regional partnership on the other were of central interest in this project. To find practical ways of quality development by using either existing (differentnational) systems of quality indicators for self evaluation in a European context or by mutual agreement among partners of five European states [was] a real challenge. ... The Quality Partnership of the Regions (QPR) project seeks: 1. to deliver a basic model of (self-) evaluation of schools (chapter 2), 2. to establish quality partnerships between different systems with differing traditions of evaluation of schools by ensuring coherence across cultures (chapter 3), 3. to analyze good practice and areas of difficulties in evaluation at school level and at regional level (chapter 4), 4. to provide evidence of evaluation at regional level (chapter 5), 5. to include the experiences of the "ESSE-project" ("Effective School - Self-Evaluation" of the Standing International Conference of Central and General Inspectorates of Education - SICI), (chapter 6), 6. to describe different regional steering models, including the necessary time frame and unexpected side effects (chapter 7), 7. to formulate key issues for future development (chapter 8) and 8. to provide a draft recommendation for a European framework of evaluation (chapter 9). The project report develops the conception of the project, whereas the experiences made by the quality-partners as described at school-level and regional level in part II.

Abstract:
Diese Veröffentlichung ist das Ergebnis eines Workshops zum Thema Selbstevaluation von Schulen, der von der Standing Conference of Central and General Inspectorates organisiert wurde. Vor dem Hintergrund eines wach-senden Bedarfs an Selbstevaluation einerseits und Hand in Hand mit der Evaluation von Schulen durch externe Supervisoren und Inspektoren andererseits, lieferten die Teilnehmer zahlreiche Beiträge aus mehreren europäi-schen Ländern. Beispiele von Kriterien, die von externen und internen Gutachtern angewandt werden, wurden aufgezeigt. Aktuelle Entwicklungen wurden kritisch analysiert.
