Abstract:
Das Programme for the International Assessment of Adult Competencies (PIAAC) ist eine von der OECD (Organization for Economic Co-operation and Development) in Auftrag gegebene und von den teilnehmenden Ländern finanzierte Studie. In der Studie werden Daten von Erwachsenen im Alter von 16 bis 65 Jahren erhoben. Neben einem umfangreichen Hintergrundfragebogen umfasst die Studie kognitive Tests in den Gebieten Lesefähigkeit, Zahlenverständnis und Problemlösen im Umgang mit dem Computer. XLIFF wurde für den gesamten Prozess der Übersetzung, Anpassung und Verifikation der Testmaterialien im Einsatz. Um die Vergleichbarkeit der Tests international sicherzustellen, wurde auf eine strikte Trennung von Text und Layout geachtet. Für die Übersetzung wurde das Open Language Tool (OLT) eingesetzt. Der Gesamtprozess wurde über eine Portal online gesteuert, dass auch eine Vorschau von übersetzten Tests anbot. Insgesamt wurden Tausende unterschiedliche Dateien und Zehntausende Zwischenversionen verwaltet. Unser Prozess zeigte Vor- und Nachteile des Einsatzes von XLIFF auf. Ein Flaschenhals war beispielsweise der zentrale Server mit dem Portal in Zeiten hohen Benutzungsaufkommens. Fehler in XLIFF-Dokumenten konnten bisweilen erst spät festgestellt werden, so dass mehrere Schritte wiederholt werden mussten. Die Installation des OLT war teilweise schwierig. Im Positiven kann man festhalten, dass sich die strikte Trennung von Text und Layout extrem bewährt hat gerade auch im Vergleich zum Ablauf bei den (zeitgleich durchgeführten) Übersetzung der papierbasierten Tests, bei denen diese Trennung nicht gegeben war.
Abstract (english):
The Programme for the International Assessment of Adult Competencies (PIAAC) is a study organised by the Organization for Economic Co-operation and Development (OECD) and funded by the participating countries. It assesses skills of adults in 27 countries (35 national versions totalling 24 languages). This is done by administering tests to people aged 16 to 65. The tests are delivered on computer or on paper, depending on the participant s familiarity with information technology. The survey measures literacy and numeracy skills in the participants and collects their background data. In addition, the computer-based version measures how well the participants can solve problems in technology-rich environments, e.g. problems that involve finding information on a web-page. XLIFF was used for the entire translation, adaptation and verification process of the computer-based test material. The rationale for this was to completely separate the text from the layout. The translation of paper-based files was done in word documents. The Open Language Tool (OLT) was used to translate, edit and verify computer-based test materials and background questionnaires. Every upload of a translated XLIFF file made it possible to preview the translated item online. All in all, several thousand different XLIFF files with tens of thousands of distinct versions have been processed so far in the PIAAC study. The translation and adaptation process showed strengths and weaknesses of our workflow as well as of the XLIFF approach. As examples of the drawbacks: the central generation of previews was slow in times of heavy usage of the translation portal; there was a relatively high occurrence of crashes in using the OLT translation editor; corrupt XLIFF files were sometimes detected relatively late in the process, so that a set of motions had to be repeated; maintenance of TMs posed a variety of unexpected challenges; inline formatting that involves tag edition seemed difficult to handle for translators who were not sufficiently familiar with the tool; and the installation and use varied across operating systems. On the positive side: the strict separation of layout and text content was extremely useful in comparison to the translation of MS Word-files mentioned above, where some translators introduced errors and layout changes; the spellchecking options worked well for those languages for which dictionaries were available; different scripts and alphabets were processed smoothly; propagation of 100% matches across XLIFF files worked in a satisfactory way; and, in general, the format was deemed suitable for a mix of players with advanced knowledge of CAT tools and others with virtually no experience with this type of interface.

Abstract:
Das Buchkapitel präsentiert die deutsche Teilstudie eines international vergleichenden Forschungsprojekts, das von der Europäischen Union gefördert wurde. Inhaltlich wird der Frage nachgegangen, inwiefern das informelle Lernen in Schulen einen Beitrag zur Entwicklung demokratierelevanter Kompetenzen leistet. In diesem Zusammenhang wird zunächst der Kontext von politischer Bildung und Demokratieerziehung in Deutschland dargestellt, um sodann Lerngelegenheiten, wie sie von Schulkultur und Schulklima geboten werden, im Rahmen von Fallstudien näher zu untersuchen. Dabei wird in besonderer Weise auf das Lernen von Schülern mit und ohne Migrationshintergrund in Schulen mit hohem und niedrigem Anteil an Zuwanderern eingegangen.(DIPF/Autor)

The conceptual framework for this study consists of three types of factors: 1. the citizenship competencies and values; 2. the informal student activities and experiences at school; 3. the school context. The first factor, referring to citizenship competencies and values, can be seen as resulting from ( among other origins) the informal student activities and learning experiences at school. The second factor, informal activities and experiences at school, represents situations in which students 'learn' certain citizenship competencies. As such, these can be considered as mediating factors between the competencies and values on the one hand, and the school context, in which these activities and experiences are embedded on the other. The school context can be conceived as consisting of factors stimulating or restraining informal student activities and experiences. (DIPF/ Orig.)

Abstract (english):
Nets-within-nets offer some modeling possibilitieswhich are not available ( or only to a limited extent) in classicalPetri nets formalisms like P/T nets or colored Petri nets. This holdsespecially true in the formalism of reference nets. The extendedmodeling possibilities arise from the newly come concepts, e.g. netinstances generated at run-time and synchronization betweentransitions. This paper focuses on practical aspects of the newmodeling possibilities - rather than theoretical backgrounds - anddemonstrates them in practical examples. As a modeling languagereference nets are used. This is the onlynets-within- nets formalism implemented up to now and with Renew a powerful simulation tool-set is available. The examples presented throughout the paper can serve as anintroduction to advanced modeling using reference nets. (Autor)

PNDS'08 is organized by institutes from Eindhoven University of Technology, TheNetherlands, the University of Hamburg, Germany, and the German Institute for InternationalEducational Research, Frankfurt, Germany. For the successful realization of complex systems of interacting and reactive software andhardware components the use of a precise language at different stages of the developmentprocess is of crucial importance. Petri nets are becoming increasingly popular in this area, asthey provide a uniform language that supports the tasks of modelling, validation andverification. Their popularity is due to the fact that fundamental aspects of causality,concurrency and choice are captured by Petri nets in a natural and mathematically precise waywithout compromising readability.The use of Petri nets (P/T-nets, colored Petri nets and extensions) related to all aspects ofdistributed systems, covering modelling, validation, and verification, are presented as well astheir application and tools supporting the disciplines mentioned above.The intention of this workshop is to bring together research and application to have a livelymutual exchange of ideas, view points, knowledge, and experience. Abstract (english):
We present a generalization of finite automata using Petri nets as control, called Concurrent Finite Automata for short. Several modes of acceptance, defined by final markings of the Petri net, are introduced, and their equivalence is shown. The class of languages obtained by l-free concurrent finite automata contains both the class of regular sets and the class of Petri net languages defined by final marking, and is contained in the class of context-sensitive languages. Abstract:
Computerbasierte Testverfahren bieten für die Kompetenzdiagnostik gute Voraussetzungen, da sie valide Messungen und effiziente Datenerhebungen ermöglichen. Deshalb wurde die vom Bundesministerium Bildung und Forschung (BMBF) geförderte Forschungs- und Servicestruktur "Technology Based Assessment - TBA" am DIPF eingerichtet. Die Weiterentwicklung der Erhebungsplattform "TAO", einem Gemeinschaftsprojekt mit der Universität Luxemburg und dem Forschungsinstitut "Henri Tudor" in Luxemburg, stellt eine wichtige Voraussetzung für erfolgreiche nationale und internationale Kooperationen dar. Insbesondere der vom DIPF entwickelte "Hypertextbuilder" ermöglicht die schnelle und einfache Erstellung von Testaufgaben und ist damit die Grundlage für die produktive Verknüpfung von Forschung und Anwendung des technologiebasierten Assessments.(DIPF/Autor)

Abstract:
Kultur, Handlung und Demokratie sind aktuelle gesellschafts- und bildungspolitische Themen, die im Werk von Lutz H. Eckensberger einen prominenten Rang einnehmen. In diesem Beitrag werden die Verknüpfungen hergestellt und deutlichgemacht. Der mit einer Entwicklungsdimension verknüpfte kulturpsychologische Ansatz ist äußerst fruchtbar für die Klärung der Voraussetzungsbedingungen ( enabling conditions) moderner Demokratien. Er rekonstruiert an der Schnittstelle von Individuum und Kultur mögliche Lernchancen und Blockaden für die normativen Grundlagen, die hinter Begriffen wie Kompetenz, Selbstverantwortung, Vertrauen, Solidarität usw. stehen. Abstract (english):
Culture, action and democracy are current topics of debates in society and educational policies. They also have a prominent position in the work of Lutz H. Eckensberger. The contribution clarifies the links between these themes and their connection to Eckensberger's theory. The cultural psychological approach with its developmental dimension is very fruitful for clarifying the enabling conditions of modern democracies. It reconstructs possible opportunities for and barriers to learning the normative principles that form the backdrop of terms such as competence, responsibility, trust, solidarity etc. at the interface between individual and culture.
