Abstract:
Die Frage nach "Demokratie im Knast" erscheint widersinnig, ist doch das Gefängnis eine höchst undemokratische Institution, die soziomoralische Lernprozesse weitgehend verhindert. Gibt es im Jugendstrafvollzug dennoch einen Spielraum für substantielle demokratische Partizipation? Auf die Klärung dieser Frage zielte ein Modellversuch in einem Haus des gelockerten Vollzuges, der sich an Kohlbergs Just Community-Ansatz orientierte und im Rahmen eines DFG-Projekts initiiert und drei Jahre lang wissenschaftlich begleitet wurde. Zentrales Organ des Modellversuchs ist die "Demokratische Gemeinschaftsversammlung". Hier werden Fragen des Zusammenlebens besprochen, die Regeln der Gemeinschaft beschlossen und Disziplinarmaßnahmen verhängt. Mitglieder der Gemeinschaft sind die 15 Insassen und vier Bediensteten des Hauses, jeder hat eine Stimme in der Versammlung. Die empirischen Analysen zeigen, dass die Einführung dem demokratischer Mitbestimmungsrechte moralische Lern- und Entwicklungsprozesse auch unter den repressiven Bedingungen des Strafvollzugs ermöglichen kann, sie zeigen aber auch, dass dem viele institutionelle und subkulturelle Bedingungen des Gefängnisalltags entgegen stehen.
Abstract (english):
The question of "democracy in prison" seems to be a paradox, because the jail is a highly undemocratic institution that largely prevents socio-moral learning. Nevertheless: Is there scope for substantial democratic participation in the juvenile prison? A model experiment in one house ( section) of a jail with less close confinement intended to clarify this question. The pilot project was loosely based on Kohlberg's Just-Community-approach, and was initiatedand evaluated for three years in the context of a research project funded by the DFG. The central organ of the model experiment is the "Democratic Community Meeting". In this meeting questions of everyday life in the house are discussed, the rules of the community are decided and sanctions are imposed. Members of the community are 15 inmates and 4 civil servants of the house, each member has one vote in the meeting. The empirical findings indicate that implementing the democratic rights of co- determination can facilitate processes of moral learning and development - even under the repressive conditions of a penal institution. However, the findings show too that many institutional and subcultural conditions of the prison thwart socio-moral learning.

Abstract:
Es werden zunächst Argumente entwickelt, weshalb es analytisch sinnvoll ist, Demokratieerziehung weitgehend mit Erziehung zu moralischen Urteilen gleichzusetzen. Dann werden die Theorien zur Entwicklung moralischer Urteile diskutiert, die Piaget und Kohlberg vorgelegt haben. Es wird begründet, dass Demokratieerziehung eine kontextualisierte Theorie der Entwicklung moralischer Urteile braucht (die weder bei Piaget noch bei Kohlberg vorliegt), und eine solche Theorie, an der der Autor seit fünfundzwanzig Jahren arbeitet, wird vorgestellt und unterschiedlich allgemeine Konsequenzen für die Erziehung zur Demokratie aus ihr abgeleitet.
Abstract (english):
First some arguments are developed why it is useful and analytically justified to basically equate education for democracy with education for the development of moral judgments. In a second step the theories which Piaget and Kohlberg proposed are summarized. But it is argued that a contextualized theory is necessary for education for democracy. Such a theory has been developed and extended steadily by the author during the last twenty five years. Specific and general consequences for education for democracy are derived.

Abstract:
In der Transformationsforschung, die der Entwicklung in den Nachfolgestaaten der früheren Sowjetunion und in der mitteleuropäischen Region gewidmet ist, ist die Bildung demokratischer Bürger als einer der Schwerpunkte identifiziert worden. Die Studie gründet in der Hypothese, dass die Rolle des Bildungswesens in Transformationsprozessen nicht darauf zu beschränken ist, politische Entscheidungen zu unterstützen und vorzubereiten; es erfüllt auch eine mitwirkende und sogar antizipierende Funktion. Innerhalb dieses theoretischen Rahmens wird Bürgerbildung als Teil von Bildungsreformen vorgestellt und am Fall Ungarn verdeutlicht, und zwar konzentriert auf die entsprechenden Richtlinienim Nationalen Curriculum.
Abstract (english):
Educating democratic citizens has to be identified as one of the focal issues in transformation research devoted to the development in the successor states of the former Soviet Union and in the Central European region. The study is based on the hypothesis, that the role of education in the transformation processes must not be restricted to its function of supporting and executing political decisions, but it also fulfils a contributing and even anticipatingfunction. Within this theoretical framework citizenship education is presented as part of educational reforms and exemplified by the case of Hungary, focussed on the respective guidelines in the National Curriculum.
