Abstract:
Mit diesem Bericht wird der Versuch unternommen, die Berufsbildungsforschung in einem geographisch/politischen Raum, der den der EU um ein Mehrfaches übertrifft, zu identifizieren und zu strukturieren. Es wurden bearbeitet die nationale Ebene in ausgewählten Ländern (USA, Japan, China, Russland, Schweiz, Brasilien, Argentinien, Kanada, Uruguay, Australien, Türkei), eine regionale Einrichtung (MERCOSUR) und internationale Organisationen (International Association for the Evaluation of Educational Achievement (IEA), ILO, OECD, UNESCO, Word Bank). Wich- tige Institutionen, Netzwerke und Forschungsergebnisse werden erfasst. Für die VR China und für Kanada sowie für den südamerikanischen Raum und für die IEA wurden Primäranalysen durchgeführt. Die Berichte zu den anderen Ländern und Institutionen beschränken sich auf eine Bestandsaufnahme der für die Berufsbildungsforschung verwertbaren Angebote (Forschungsergebnisse, Datenbanken, thematische und andere Netzwerke, Informationen zu Klassifizierungssystemen usw.). Insgesamt zeichnet sich eine stärkere Orientierung der Forschung an den Interdependenzen zwischen der wirtschaftlichen Entwicklung, den Bedürfnissen des Arbeitsmarkts und der beruflichen Bildung ab. Rein schulisch orientierte berufliche Bildung ist in die Kritik geraten (vgl. Beispiel Südamerika), und man hofft auf die Ergebnisse einer an den Bedürfnissen des Arbeitsmarkts orientierten Forschung. Demgegenüber bildet die auf die Evaluierung oder Entwicklung der vorhandenen oder geplanten nationalen Systemstrukturen bezogene Forschung eindeutig den Schwerpunkt der nationalen oder regionalen Aktivitäten. Im Zentrum stehen Curriculumforschung sowie Didaktik, Methodik und Medien. Durchgängig werden thematische Netzwerke gefördert und Informationen (Datenbanken, Forschungsergebnisse u.ä.) bereitgestellt. Kooperation und Erfahrungsaustausch haben für die Förderung der Entwicklung der jeweiligen nationalen Systeme der beruflichen Bildung einen hohen Stellenwert. Auch die internationalen Organisationen (insbesondere ILO, OECD und UNEVOC) setzen auf Information, Dokumentation und Kooperation.

This report attempts to identify and structure VET research at national (e.g. USA, Japan, China, Russia, Switzerland, Brazil, Argentina, Canada, Uruguay, Australia, Turkey, etc.), regional (e.g. MERCOSUR) and international level (scientific societies: International Association for the Evaluation of Educational Achievement (IEA), international organisations: ILO, OECD, UNESCO, World Bank). Important institutions, networks and research results are identified. For the People's Republic of China and for Canada as well as for South America and the IEA primary analyses are conducted. The reports on the remaining countries and institutions contain an inventory of useable resources for VET research (research results, data bases, thematic and other networks, information on classification systems etc.). Generally speaking, research appears to be concentrating more heavily on the interdependencies between economicdevelopment, the needs of the labour market and vocational education. Purely academic vocational education is more and more critidized (cf. example of South America), and one hopes for the results of research oriented towards the needs of the labour market. The focus of the national and regional activities is research related to the assessment and development of available and planned national system structures. Curriculum research as well as teaching, methods and media are emphazised. Content networks are promoted and a wide range of information (databases, research results etc.) provided. Co-operation and the exchange of experiences are valuable resources when it comes to promoting and developing national vocational education system. In- ternational organisations (particularly the ILO, OECD and UNEVOC) also point out the role of information, documentation and co-operation.

Für die oben genannten Länder, Regionen und internationalen Organisationen wurde diese Aufgabenstellung mit unterschiedlicher Tiefe abgearbeitet. Für die VR China und für Kanada sowie für den südamerikanischen Raum und für die IEA wurden Primäranalysen durchgeführt. Für die anderen genannten Länder und Institutionen war die Bestandsaufnahme der für den VET- Research verwertbaren Angebote (Forschungsergebnisse, Datenbanken, Thematische und andere Netzwerke, Informationen zu Klassifizierungssystemen usw.) das Wesentliche. Konnten weltweiten Schwerpunkte festgestellt werden? Die Autoren analysieren die Rolle der Internationalen Arbeitsorganisation bei der Förderung von Berufserziehung und Berufsausbildung im globalen Rahmen. Sie zeigen, dass die Organisation mit ihren Aktiviäten im Bereich Beschäftigung und Ausbildung politischen Entscheidungsträgern, Arbeitgeber- und Arbeitnehmerorganisationen mit Informationsangeboten und Beratungsdiensten hilft, eine effiziente Berufsbildungspolitik zu entwickeln und umzusetzen.
Abstract (english):
The authors analyze the role of the ILO in promoting vocational education and training in a global context. They characterize the organizations' main task as that of developing the policy-making capacity of governments, employers' and workers' organizations and strengthening dialogue and cooperation in the field of training. Activities of the ILO in the field of employment and training include the dissemination of information, the development of policy dialogue and the provision of advisory services.

While this organization above all suppported projects in the seventies and eighties, it has concentrated its efforts on the advancement of VET research since the beginning of the nineties, emphasizing the transfer of knowledge via Internet.

Abstract:
Die Autoren analysieren die Rolle der Unesco bei der Förderung von Berufserziehung und Berufsausbildung im globalen Rahmen. Sie zeigen, dass die Organisation vorrangig die Entwicklung beruflicher und technischer Fertigkeiten als Bestandteil von Allgemeinbildung zur Persönlichkeitsentwicklung unterstützt. Im Beitrag werden die Aufgaben der Spezialeinrichtungen der Unesco, insbesondere des UNEVOC, charakterisiert, das sich in den neunziger Jahren zum Internationalen Zentrum für Berufsbildung entwickelt hat.
Abstract (english):
The authors analyze the role of Unesco in promoting vocational education and training in a global context. They emphasize that the organization is primarily dedicated to support the development of vocational and technical education as an integral part of general education for personality development. Besides the main tasks of Unesco's specialized institutions are characterized, in particular those of the UNEVOC, which has developed to become the International Centre for Technical and Vocational Training in the nineties.
