Abstract: This chapter examines the relationship between immigrant student outcomes and educational policies within Germany. The chapter provides an overview of immigration to Germany with a focus on immigrant students and discusses results in relation to key outcome measures. Specifically, we highlight trends in competences for different immigrant generations, origin groups, and secondary education tracks, as well as trends of attainment rates at different stages of the education systems. Further, we review research results and present an analysis of the effectiveness of selected education policies that are relevant for immigrant students within Germany. Our results show that achievement gaps between second-generation immigrants and non-migrants have become smaller over the different data collections of the PISA study. Immigrants from Turkey and Russia show the lowest and highest reading competences in Germany, respectively. The data also show that attainment at different tracks has changed since the first PISA data collection in 2000, likely due to changes in the German education system. Attainment rates for the last 5 years also show a positive trend of increasing attainment for students with a migration background and decreasing differences between immigrants and non-immigrants. Since the publication of the first PISA results in 2001, Germany introduced several measures to support immigrant students at school, with a particular emphasis on language learning. However, there is still a lack of robust findings on the effectiveness of these measures. (DIPF/Orig.)
