Abstract: Internationale Herausforderungen erhöhen die Notwendigkeit zum Nachdenken über eine Neuverteilung zentraler und dezentraler Steuerung und Verantwortung beruflicher Bildung in Deutschland. Wichtige Ebenen der Diagnose sind der analysierte technologisch- ökonomische Anpassungsbedarf, die inhaltlich-qualifizierenden Anforderungsprofile, sozial-strukturellen Abhängigkeiten, beruflich- regionalen Aktionsebenen und reform-orientierten Auslandserfahrungen. Zur Therapie wird eine stärkere Einbeziehung der Netze und Akteure, die Zubilligung von mehr Entscheidungskompetenzen beruflicher Bildung in Kommunen und Landkreisen als dominierende Einflussfaktoren für Veränderungspotentiale in einem "Europa der Regionen" empfohlen. Als Beispiel kann dafür der begonnene Umbau der autonomer gewordenen Berufsschulen und ihr Ausbau zu regionalen Kompetenzzentren der beruflichen Aus-, Fort- und Weiterbildung herangezogen werden.
Abstract (english): International challenges increase the necessity to think about a redistribution of the centralized and decentralized control of and responsibility for technical and vocational education and training in Ger- many. Important level s of the diagnosis are the analyzed need for technological and economic adaptation, the requirement profiles regarding content and qualification, socio-structural dependencies, oc- cupational-regional action levels, and the reform-oriented experience abroad. Recommended as a therapy are a stronger integration of networks and participants, the granting of more decision-making competences regarding technical and vocational education and training to t he communities and administrative districts as dominant factors influencing the potential for change in a "Europe of Re-gions". The initiated reorganization of the vocational schools, which have become more autonomous, and their conversion into regional competence centers of the technical and vocational initial and continuing training can be taken as an example of this.
