Abstract: Mit dem vorliegenden Buch liegt nunmehr die erste ausführliche Darstellung von Ergebnissen der "Studie zur Entwicklung von Ganztagsschulen" - kurz: StEG - vor. ... Die in drei Wellen geplante Befragung - in den Jahren 2005, 2007 und 2009 - basiert auf der parallelen Befragung mehrerer Adressatengruppen. In der ersten Erhebungswelle wurden im Frühsommer 2005 an insgesamt 373 Schulen der Primar- und der Sekundarstufe I Schulleitungen, Lehrkräfte und weiteres pädagogisch tätiges Personal ebenso befragt wie die Kooperationspartner und nicht zuletzt die klassenweise ausgewählten Schülerinnen und Schüler sowie deren Eltern. Zusammen wurden damit in der Basiserhebung rund 65.000 Personen befragt. ... Mit diesem Band werden zum ersten Mal die umfangreichen Befunde der Ausgangserhebung zu zahlreichen Themenbereichen vorgestellt. Dabei wird die Ganztagsschule nicht nur aus der Binnensicht nahezu aller beteiligten Akteure dargestellt, werden nicht nur die Struktur, das Angebot, und die Inanspruchnahme der Ganztagsschule sowie die Zufriedenheit der Beteiligten untersucht, vielmehr werden auch die Außenwirkung auf die Familie, das Freizeitverhalten der Kinder und Jugendlichen sowie die Nebenwirkungen auf das Vereinsleben untersucht. ... Diesem Band liegen die Daten der Basiserhebung 2005 zu Grunde. Analytisch können damit zwar Zusammenhänge zwischen Schul-, Familien- und Schülermerkmalen bearbeitet werden, Querschnittsanalysen haben jedoch einen eher explorativen, noch keinen erklärenden Charakter. Daher können im Folgenden keinerlei Aussagen zur Wirkung des Ganztagsbetriebs auf Fähigkeiten oder Einstellungen von Kindern und Jugendlichen oder zu den Veränderungsprozessen in den Schulen und den Familien gemacht werden. Hinzukommt, dass viele der in StEG einbezogenen Schulen erst jüngst ihren Betrieb als Ganztagsschule aufgenommen haben und deshalb erst am Beginn ihrer Entwicklung stehen. ... Der vorliegende Band ist in sechs Abschnitte unterteilt. Während in Teil 1 grundlegende Entwicklungen sowie der Forschungsansatz von StEG beschrieben werden, widmen sich die folgenden Teile den Ressourcen und Teilnehmerstrukturen (II), den Organisationsformen und Schulentwicklungsaspekten (III) und der Außenwirkung und dem sozialen Kontext der Ganztagsschule (V). In Teil IV werden komplexe Zusammenhangsmodelle zu speziellen Forschungsfragen vorgestellt. Im letzten Abschnitt (VI) schließlich werden die zentralen Aussagen undBefunde der Studie im Sinne eines "executive summary" zusammengefasst und daraus erste Folgerungen abgeleitet. (DIPF/Orig.)

Abstract: In den beiden vergangenen Jahrhunderten hat das deutsche Bildungswesen mehrere Schwankungen im internationalen Vergleich erfahren. Die Gegenwart ist durch das unvorteilhafte Abschneiden Deutschlands in den jüngsten internationalen Leistungsstudien gekennzeichnet, insbesondere in den PISA-Studien und den Schlussfolgerungen, die in der deutschen Bildungspolitik und Öffentlichkeit daraus gezogen worden sind. Die Problemanalyse führt zur Formulierung zweier Thesen zum "Bildungsstandort" Deutschlands und zu sieben Erklärungsversuchen. Dieser Ansatz gründet in der Annahme, dass internationale Bildungsvergleiche in der Spannung von "Universalismus" und "kulturellem Pluralismus" bewertet werden müssen. (DIPF/Autor)
Abstract (english): In the past two centuries the German education system has undergone several vacillations in the international comparison. The present is characterised by the disadvantageous performance of Germany in the recent international assessment inquiries, in particular in the PISA studies as well by the conclusions drawn in the German educational policy and the public. The analysis of this issue leads to the formulation of two theses on the "educational position" of Germany and to seven tentative explanations. This approach is based upon the assumption that international educational comparisons must be valued against the tension between "universalism" and "cultural pluralism". (DIPF/Author)

The study begins with the historical background and social context of the Lithuanian educational system which is followed by the description of the organizational and administrative context of the current education system. The next step is the functioning of the current education system, beginning with a structural overview and followed by an analysis of the different levels of the education system, including, as a separate chapter, post- secondary and tertiary education.
