Abstract:
This article examines the extent to which normative beliefs on acculturation constitute (a) individual resources and risk factors for adolescents facing developmental tasks and (b) institutional norms that define developmental milieus in secondary schools. To what extent do egalitarianism, multiculturalism, assimilationism, and segregationism help or hinder academic and psychosocial adjustment in mid-adolescence? We examined how both individually endorsed beliefs and socially shared beliefs at the 10th-grade cohort level relate to students' academic performance, educational and occupational aspirations, motivational and emotional attachment to school, self-esteem, and life satisfaction. Data came from a random sample of 15- to 17-year-olds in Berlin, Germany, assessed at the end of Grades 9 and 10 (N = 1,992). Multivariate analyses identified egalitarianism and multiculturalism as the most prevalent acculturation beliefs, forming a combined belief pattern that pairs recognition of equality with respect for diversity. At the individual level, this belief pattern was positively related to academic and psychosocial adjustment. Assimilationism beliefs were associated with higher motivational and emotional attachment to school in both minority and majority students. Segregationism beliefs were associated with higher self-esteem in all adolescents regardless of background, but with lower levels of academic performance in immigrant youth. At the grade cohort level, a single bipolar factor (egalitarianism/multiculturalism vs. assimilationism/segregationism) described the institutional diversity culture. An environment characterized by egalitarianism/multiculturalism beliefs was positively associated with motivational and emotional attachment to school but not related to academic adjustment or psychological well-being. Abstract:
Education systems are shaped by the history of the nation they are intended to serve. This chapter discusses how education systems are constructed by either putting the nation center stage or rejecting such a construct all together. Rather than focusing solely on the system level or on the political level, this chapter also examines the individual level. The systems chosen as examples here are those of France and Canada, as these can be seen as opposed conceptions which exemplify how differently national identities can be constructed in the light of globalized and ongoing changes in citizenship. Abstract (english):
This overview documents the self-reported questionnaire scales used in the evaluation of the EU Erasmus+ project HAND in HAND. In addition to the questionnaire scales documented in the following, many other instruments such as other-reports, interviews, sociometric measures and vignettes were used for the evaluation of the project. General information on the HAND in HAND project, the complete questionnaires including the above mentioned measures and the evaluation report in which all measures and the respective results are described can be found on the HAND in HAND project page (http://handinhand.si/).

Abstract:
Den Kern des Kapitels bilden zwei Fragenkomplexe und damit verknüpfte zwei komplementäre Analyseperspektiven. Zum einen interessieren und die normativen Einstellungen und Werthaltungen der Jugendlichen bezüglich des Zusammenlebens in multiethnischen Gesellschaften. Es stehen also nicht nur Jugendliche mit Migrationshintergrund im Fokus, sondern es wird die gesamte Schülerschaft betrachtet. Die Zustimmung zu oder Ablehnung von bestimmten Normen verstehen wir in diesem Rahmen auch als Aspekt der Schul- bzw. Peerkultur, die das Integrationsklima einer Lernumgebung und somit auch die Ausgangsbedingungen für erfolgreiche Integration prägen kann (Schachner, Noack, Van de Vijver & Eckstein, 2016). Zum anderen sollen die kulturellen Bindungen und Identitätsorientierungen von Schülerinnen und Schülern mit Migrationshintergrund untersucht werden. Diese Indikatoren geben Hinweise auf den Umgang dieser Jugendlichen mit Akkulturationsprozessen sowie ihre kulturelle Integration und Adaption. [...] Ziel des Kapitels [ist], [...] ein umfassendes deskriptives Bild der integrationsbezogenen Werthaltungen und kulturellen Integration an Berliner Schulen zu zeichnen. Dafür werden, auch aufgrund der höheren Aktualität der Daten, vor allem die Erhebungen in der Reformkohorte herangezogen. Für einzelne Konstrukte werden aber auch Unterschiede zwischen den Kohorten berichtet. Im Folgenden sollen zunächst die theoretischen Bezugspunkte genannt und auf dieser Basis die Leitfragestellungen entwickelt und in konkrete Teilfragestellungen aufgegliedert werden. (DIPF/Orig.)

Abstract:
This chapter calls for a shift in the focus of international large-scale assessments (ILSAs) from the pure detection of immigrants' educational disadvantages towards a more comprehensive analysis of how and how well school systems address student diversity, considering not only the ethnicity of students but also its intersections with other dimensions of disadvantage. To this end, system-level assessment of public policies as well as of different forms of individual, institutional, and structural discrimination are proposed, as well as school-level assessment of multicultural school cultures and multicultural school climates. After summarizing the theoretical background for these themes, some thoughts on possible indicators implementable in ILSAs are developed, before specific measures, that were developed for and tested in the Programme for International Student Assessment (PISA) 2015 field trial, are described. It is concluded that the further development and implementation of these and other measures for purposes of policy monitoring will not only help the development of a more comprehensive understanding of ethnic inequalities in the education sector, but will also increse our understanding of how these inequalities are produced and perpetuated. Abstract (english):
The educational systems in the European member states are very different due to the different legal cultures and national policies in education. From a comparative point of view this paper describes how the national legal systems in Austria, France, Germany, Greece, the Netherlands and the United Kingdom deal with the case on refusal or access to education for a pupil with insufficient knowledge of the majority language. The aim is to get to know whether there is a common understanding of fundamental rights in education. These were the questions raised in the workshop on 13/14 October 2008 in Berlin, which was organised by the German Institute for International Education Research (DIPF) and the European Association for Educational Law and Policy (ELA). Abstract:
Die Bildungssituation von Schülerinnen und Schülern mit nicht-deutschem Pass wird jener mit deutschem Pass auf der Basis amtlicher Schulstatistiken vergleichend gegenübergestellt und die Aussagekraft der Daten im Hinblick auf Reformen des Bildungswesens in Richtung einer Mehrsprachigkeit und Mehrkulturalität von Schule kritisch diskutiert. Die Förderbedingungen für Schülerinnen und Schüler anderer Herkunftssprachen werden auf der Basis einer Schulleiterbefragung unter Qualitätsgesichtspunkten dargestellt und interpretiert.(DIPF/Autor)
Abstract (english):
The educational participation of pupils with foreign passports is compared to that of pupils with German passports based on the data regularly survey by the Hessian Statistical Regional Office. The meaningfulness of the data is evaluated critically concerning reforms of the education system. The analysis of support measures catering for the special needs of pupils with German as second language backgrounds is based on detailed investigation of school principals. The results are discussed with regard to the extent to which schools take existing multi-lingualism and multi-culturalism into account.(DIPF/Autor)

Abstract (english):
Cross-cultural counselling addresses the challenges faced when working with clients from diverse backgrounds, primarily stressing differences. That counselling itself is a cultural practice generally tends to be overlooked. To encourage a debate that goes beyond cross-cultural concerns, the culture concept based on an action theoretical approach to cultural psychology is outlined showing that humans are inconceivable without culture. From this perspective counselling is understood as a cultural-historical phenomenon, a culture-bound communicative and standard-oriented action, which takes place against a backdrop of socio-political conditions. Personal cultural standards have to be related to one another systematically during counselling. They are relevant at an individual and institutional level (well-being and supra-individual standards) and pertain to processes as well (cultural competence). Essentially one is dealing with individual meaning systems rather than cultures. (DIPF/Orig.)
