Abstract (english): Early childhood education and care (ECEC) services are receiving increased attention in many countries, and research has provided evidence that ECEC experiences influence children's later development in school. It seems valuable therefore to collect information on ECEC experiences also in international school achievement studies. In this chapter a broad outline of the theoretical grounding for such an assessment framework as well as the reasoning for the choice of ECEC indicators in the Programme for International Student Assessment (PISA) 2015 field trial is provided. Definitions of key concepts in ECEC are introduced: quantitative indicators of ECEC experience, curriculum, pedagogy, pedagogical approaches and concepts of quality. The practical relevance of these concepts and their relations to other aspects of school effectiveness and educational policy research and practice are highlighted. Finally, those constructs are described that seem to be the most relevant for international school achievement studies. At the same time, mainly due to the retrospective nature, there are strong limitations to the assessing of ECEC experiences in the context of school achievement studies. Abstract: Ein zentrales Merkmal des deutschen Schulsystems besteht darin, dass Schülerinnen und Schüler nach der Grundschule in Abhängigkeit ihres Leistungsniveaus auf verschiedene Schulformen der Sekundarstufe I übergehen. Dieser Praxis liegt die Annahme zugrunde, dass Schülerinnen und Schüler in leistungshomogenen Lerngruppen besser gefördert werden können als in leistungsheterogenen Lerngruppen. Obwohl in den letzten Jahren eine zunehmende Entkopplung von besuchter Schulform und erreichtem Schulabschluss zu beobachten ist, sind mit der Frage, welche Schulform ein Kind besuchen soll, in vielen Fällen noch immer Fragen, welchen Bildungsabschluss das Kind erreichen und welche berufliche Laufbahn es einmal einschlagen wird, verknüpft. [...] Der Übergang von der Grundschule in die Sekundarstufe I ist [...] nicht nur für einzelne Individuen, sondern auch aus gesamtgesellschaftlicher Perspektive von großer Bedeutung, da Übergänge im Bildungssystem als entscheidende Stationen für die Entstehung von sozialen Ungleichheiten der Bildungsbeteiligung identifiziert werden konnten (Maaz/Baumert/Trautwein 2009). Obwohl in den letzten Jahrzehnten ein allgemeiner Trend zum Besuch höherer Schulformen beobachtbar war, gibt es nach wie vor erhebliche soziale Ungleichheiten im Besuch verschiedener Schulformen von Schülerinnen und Schülern unterschiedlicher Herkunft: [...] Problematisch an diesen in Abhängigkeit der familiären Herkunft variierenden Schulformbesuchsquoten ist, dass diese nicht allein auf die Schulleistungen der Schülerinnen und Schüler zurückgeführt werden können. So hat eine Reihe von Studien zeigen können, dass die Wahrscheinlichkeit, das Gymnasium zu besuchen, selbst bei gleichen Schulleistungen für Kinder aus sozial privilegierten Familien höher ist als für Kinder aus sozial weniger begünstigten Familien (Arnold et al. 2007; Ditton/Krüsten/Schauenberg 2005; Stubbe/Bos/Euen 2012). Ziel des vorliegenden Beitrags ist es, anhand des theoretischen und empirischen Forschungsstandes zu erklären, wie es zu den in Abhängigkeit der familiären Herkunft variierenden Übergangsquoten kommt und welche Rolle dabei die Schulentscheidungen der Eltern spielen. Daran anschließend soll auf mögliche Ansätze zum Ausgleich von sozialen Ungleichheiten beim Übergang von der Grundschule in die Sekundarstufe I eingegangen werden. (DIPF/Orig.)

Abstract: In recent years, the involvement of parents in educational processes has gained importance in the educational debate, and has also become increasingly relevant in educational policy. Parents are powerful stakeholders in education; thus, information on parents' opinions and engagement is highly valuable in large-scale assessments like the Programme for International Student Assessment (PISA). PISA can deliver information about educational processes at home, as well as parents' needs, demands, and expectations of their interaction with schools, by addressing the parents directly. This also allows for analysing relationships between variables from the parent questionnaire and students' achievements and motivations, affording insights into differences between groups (such as high- and low-performing students), and questions of equity. Furthermore, on the basis of PISA data, information about policies at the system level can be gained: that is, how parental engagement is supported through school policies or national intervention programs. Additionally, more detailed information about home learning environments can be gained from parents' answers. In PISA 2015, a theory-based approach was chosen to systemize and to enhance aspects of parental involvement process (Green et al. 2007), questions on parents' home- (e.g. helping with homework) and school-based (e.g. helping in the school library, talking to the teacher) involvement strategies, as well as factors influencing parental involvement (e.g. parents' beliefs and motivations, perceptions of invitations from school) were included. To gain a multi-perspective view on parental involvement, targeted items were added to the parent, school, student and teacher questionnaires. (DIPF/Orig.)

Abstract: Das Buchkapitel gibt einen Überblick über Forschungsfragen und empirische Forschungsdesigns im Bereich von Schulqualität, Schulleistung, Wirkung und Effektivität von Schulen, Schulentwicklung und Schulwandel. Von der Frage, wie sich die Schulebene innerhalb des Mehr-Ebenen-Systems schulischer Bildung und Erziehung abgrenzen lässt, bis zur Frage, wie und warum sich schulische Strukturen und Prozesse langfristig verändern, werden Theorieansätze und empirische Zugangswege dargestellt, zusammen mit Beispielen aus der Forschungsarbeit des DIPF. Das Ziel des Aufsatzes ist es, die große Bandbreite der empirischen Schulforschung aufzuzeigen, aber auch deutlich zu machen, wo die Spezifika und Grenzen einzelner Untersuchungsdesigns liegen. Abstract: The present paper aims to assemble information related to teacher qualifications and professional knowledge, as well as theoretical rationales for the realization of questionnaire material on this topic. Policy relevance is demonstrated by gleaning information on international conferences and implementations in large-scale assessments. The centrepiece of this chapter is the development of a framework that allows classifying relevant issues in a systematic way: The two main categories, Teacher Qualifications and Teacher Competence, together contain five components. Teacher Qualifications can be split into (1) the initial education of teachers, which describes the educational pathways of future teachers in their studies at university (e.g. level of education) and (2) professional development, which in turn addresses continuous, formal and informal formats for gaining further qualification on the job. The Teacher Competence category is structured into (3) professional knowledge, (4) beliefs and (5) noncognitive/motivational factors. The chapter concludes with a list of constructs that were implemented in the PISA 2015 field trial and their relation to this overarching framework. (DIPF/Orig.)

Abstract (english): Students' opportunities to learn are closely related to student achievement and thus are an important aspect of education effectiveness research. International school achievement studies have stressed their importance for questions of equity in education. This chapter concentrates on the quantity of opportunities to learn: i.e., the curriculum content and the amount of learning time that a student experiences. A literature review leads to the identification of core concepts of curriculum and learning time that should be included in international large-scale assessments (ISLAs) in order to enable meaningful reporting, provide useful data for secondary research, and facilitate policy making. The resulting theoretical frameworks, combined with the literature on education effectiveness research, are compared against previous measures for both concepts in ILSAs, and provide the foundation for questionnaire material that was developed for, implemented and evaluated in the field trial for PISA 2015. Abstract: For knowledge-based economics competing with each other worldwide, the production of human capital is deemed to be an important growth factor. The growing importance of education as a means of productivity involves an increasing need for effectiveness within national education systems. Consequently, standardized international student assessments have become more frequent during the last decades and have raised considerable interest in politics, media, and academia. [...] Associated with the rise of international testing projects is a substantial change in the modes of policy making in education. The assessments are not only used to identify good and weak performers, but rather they are used as a central instrument for prescribing reforms of national education policies (Feniger & Lefstein, 2014). In fact, educational reform as a response to results of international assessments can be observed in many countries [...]. Currently, the implications of these policy trends are highly controversial among educational scientists, politicians, and other stakeholders in education. [...] We take the OECD PISA study as an example, as it is the most prominent and biggest endeavor in this respect. We argue that the current debate lacks robust empirical findings of the real effects and consequences of international testing projects on practices as well as on learning outcomes. [...] We first briefly summarize general changes in national and international educational governance and illustrate central features of the OECD PISA study. The third section presents theoretical accounts explaining changes - or resistance to change - in education policies and practice. In the fourth section, we review previous case studies on policy effects of international assessment. We take a closer look at Germany as an example where PISA has had considerable impact on the education system. Further, we present our own empirical analyses with PISA data to illustrate changes in assessment and accountability practices in OECD countries between 2000 and 2012. In our conclusion, we argue that future research should focus on exploiting the potential of the data generated by international assessments. This would promote a better understanding of effects of assessments on practices and outcomes and open up possibilities to formulate alternative policy recommendations based on solid research. Abstract: Durch die nach dem ersten Weltkrieg und die Reichsschulkonferenz von 1920 mehr oder minder festgeschriebene Halbtagsschule (Ludwig 2005) ist Schulzeit und Freizeit für die meisten Jugendlichen des letzten Jahrhunderts deutlich zu trennen gewesen. Zwei Entwicklungen haben nun diese Zeitstrukturierung der Jugendphase nachhaltig verändert: Zum einen der Ausbau der Ganztagsschulen und zum zweiten die Einführung des achtjährigen Gymnasiums. Der vorliegende Beitrag befasst sich mit der Frage, welche Bedeutung der Ganztagsschulausbau für die Zeit- und Alltagsgestaltung von Jugendlichen hat. (DIPF/Autor)

Abstract (english): Do increased instruction hours improve the performance of all students? Using PISA scores of students in ninth grade, we analyse the effect of a German education reform that increased weekly instruction hours by two hours (6.5 percent) overalmost five years. In the additional time, students are taught new learning content. On average, the reform improves student performance. However, treatment effects are small and differ across the student performance distribution. While low-performing students do not benefit, high-performing students benefit the most. The findings suggest that increases in instruction hours can widen the gap between low- and high-performing students. (DIPF/Orig.)

Abstract: Der Anteil der Kinder, die bei Erreichen der gesetzlichen Schulpflicht erhebliche Auffälligkeiten in schulrelevanten Entwicklungsbereichen aufweisen, hat nicht nur in der subjektiven Wahrnehmung von Grundschullehrkräften in den letzten Jahrzehnte sehr zugenommen. In Baden-Württemberg wurde daher in enger Abstimmung zwischen Kultusministerium und Kita-Trägerverbänden ein Konzept zur gezielten Zusatzförderung von Kindern mit schulrelevanten Entwicklungsauffälligkeiten im letzten Kita-Jahr entwickelt und seit 2007 an etwa 250 Standorten in Baden-Württemberg unter der Bezeichnung "Schulreifes Kind" umgesetzt. Kernstücke des Projektes sind (a) die frühe Diagnostik schulrelevanter Entwicklungsstände im vorletzten Kita-Jahr, (b) die Einberufung eines "Runden Tisches" mit Eltern, Kita-Vertretern, Grundschulvertretern und ggf. weiteren Experten bei jedem Kind mit Auffälligkeiten sowie (c) die gezielte Zusatzförderung in Klein gruppen im Laufe des letzten Kita-Jahres. Von Anfang an wurde das Projekt wissenschaftlich begleitet. Dieser Band berichtet über die wichtigsten Aktivitäten, Arbeitsschritte und die pädagogisch sehr ermutigenden Ergebnisse dieser wissenschaftlichen Begleitung. So konnte durch die gezielte Zusatzförderung nicht nur die Qµote der rechtzeitig Eingeschulten erhöht werden; auch zeigte sich, dass die meisten früh geförderten Kinder dieser Risikogruppe bis zum Ende der Grundschuljahre im Lesen, Rechtschreiben und Rechnen die nach den Bildungsstandards erwarteten Leistungen erbrachten. Durch wenige Coaching-Sitzungen der Förderkräfte konnten die positiven Effekte noch deutlich gesteigert werden. (DIPF/Autor)
