Abstract:
Im vorliegenden Beitrag w[e]rden die Möglichkeiten der Zusammenarbeit von Schule und Elternhaus betrachtet sowie in ihren Chancen und Herausforderungen dargestellt. Anhand verschiedener nationaler und internationaler Untersuchungen konnte gezeigt werden, dass die Beteiligung von Eltern an schulischen Bildungsprozessen eine wichtige Einflussgröße für die (schulische) Entwicklung des Kindes sowie eine zentrale Ressource - wenn auch keine Garantie - zum Erreichen von Chancengleichheit darstellt. Insbesondere eine kindbezogene Beteiligung an der Schule [...] sowie eine fachbezogene Förderung im Elternhaus [...] haben sich hier als effektiv erwiesen. Als spezifische Form der elterlichen Beteiligung [wird] die Beratung im schulischen Kontext näher betrachtet. Hier konnte gezeigt werden, dass dieser in Deutschland ein hoher Stellenwert im Schulalltag zukommt. Es gibt vielfältige Beratungsangebote für Eltern, und an vielen Schulen wird Elternberatung zusätzlich zum Elternsprechtag durchgeführt. Zwar sind Ressourcen für die Elternberatung an den meisten (Sekundar-)Schulen in Deutschland vorhanden, bezüglich der Aus- und Weiterbildung von Lehrkräften sowie hinsichtlich der Abstimmung der Beratungsangebote auf die spezifischen Bedürfnisse von Eltern zeigen sich jedoch Optimierungsbedarfe. [...] Weitere wissenschaftliche Untersuchungen zur Beratungssituation im Schulalltag sowie zu den erforderlichen Kompetenzen aufseiten der Lehrkräfte und den Effekten einer gelungenen Elternberatung können dazu beitragen, diese Entwicklungsprozesse auf der Grundlage empirischer Evidenz voranzubringen. Abstract:
In den letzten Jahren lässt sich - vermutlich nicht zuletzt in Folge der eher enttäuschenden Befunde internationaler Vergleichsstudien wie PISA und IGLU - ein deutlicher Aufwärtstrend feststellen, was die Entwicklung von Förderprogrammen für Vorschule und Schule angeht. Während sich viele Verfahren auf die frühe Förderung von Kompetenzen beziehen, die die spätere Entwicklung von Schriftsprache und mathematischer Fertigkeiten in der Schule bedeutsam beeinflussen, richten sich andere Trainingsmaterialien speziell an Schulkinder. Im vorliegenden Band werden eine Reihe von Verfahren genauer beschrieben, die für die Förderung in Vorschule und Schule konzipiert wurden und sich entweder zur Verbesserung relevanter Vorläufermerkmale (etwa der phonologischen Bewusstheit oder der frühen Mengen-Zahlen-Kompetenz) im Kindergarten oder aber zur Förderung schriftsprachlicher und mathematischer Kompetenzen in der Schule anbieten. Bei der Auswahl der Verfahren wurde besonderer Wert darauf gelegt, dass die Fördermaßnahmen tatsächlich positiv evaluiert wurden, es also belegbar ist, dass sie nachhaltig positive Effekte aufweisen. Der Band eignet sich von daher für Studierende und Dozenten aus dem sozialwissenschaftlichen Bereich ebenso wie für pädagogisches Fachpersonal in Kitas, für Lehrkräfte verschiedener Schularten sowie Pädagogen und Psychologen, die in Beratungs- und Fördereinrichtungen arbeiten. Abstract (english):
This volume brings together educational effectiveness research and international large-scale assessments, demonstrating how the two fields can be applied to inspire and improve each other, and providing readers direct links to instruments that cover a broad range of topics and have been shown to work in more than 70 countries. The book's initial chapters introduce and summarize recent discussions and developments in the conceptualization, implementation, and evaluation of international large-scale context assessments and provide an outlook on possible future developments. Subsequently, three thematic sections - "Student Background", "Outcomes of Education Beyond Achievement", and "Learning in Schools" - each present a series of chapters that provide the conceptual background for a wide range of important topics in education research, policy, and practice. Each chapter defines a conceptual framework that relates recent findings in the educational effectiveness research literature to current issues in education policy and practice. These frameworks were used to develop interesting and relevant indicators that may be used for meaningful reporting from international assessments, other cross-cultural research, or national studies. Using the example of one particular survey (the Programme for International Student Assessment (PISA 2015)), this volume links all theoretical considerations to fully developed questionnaire material that was field trailed and evaluated in questionnaires for students and their parents as well as teachers and principals in their schools. The primary purposes of this book are to inform readers about how education effectiveness research and international large-scale assessments are already interacting to inform research and policymaking; to identify areas where a closer collaboration of both fields or input from other areas could further improve this work; to provide sound theoretical frameworks for future work in both fields; and finally to relate these theoretical debates to currently available and evaluated material for future context assessments. Abstract (english):
Home and educational institutions are children's most important external influences and a positive partnership between the two can positively affect children's cognitive and non-cognitive development. Quality of family-preschool partnership (FPP) can depend on preschool and family characteristics. For Germany, studies show that immigrant parents perceive a lack of positive FPP. The present study addresses the following research questions: (1) How do parents and teachers in Germany rate FPP? (2) Do ratings of FPP differ between parents who do or do not speak German at home? (3) Is there a relation between the structural quality of the centre and ratings of FPP for teachers and parents? Results reflect positive ratings of FPP (1). Mean comparisons confirmed differences between parent groups (2). Multilevel regression analyses indicate that percentage of children who do not speak German at home is positively associated with parents' ratings of FPP, but negatively with teachers' satisfaction about FPP (3). Abstract:
Debates concerning the relationship between home and school had continued throughout the 19th century, they culminated at the turn of the 20th century, leading up to the time of the Weimar Republic. This is […] the time which [the authors] wish to examine more closely in [this article] because it shows a complex fabric of contradictory interests. [The authors] suspect that questions of influence among teachers and parents arose time and again in the field of progressively oriented schools, which aspired to implement changes with respect to lessons as well as school organisation. Progressive schools furthermore propagated participation in the Free School Community. These schools were particularly dependent on parents, regardless of whether the school was a private or test school that had to be politically approved. [The authors] will exemplarily depict activities and discussions of headmasters and parents and between teaching staff and parent councils at two Prussian schools. One school is a private school with what one could call progressive teaching: Berthold-Otto Schule in Berlin-Lichterfelde. The other is a progressive oriented "Sammelschule", i.e. a school based on a newly initiated comprehensive form, which was also understood as an endorsement of progressive teaching. [The authors'] choice of these schools was guided by the assumption that these schools considered themselves progressive, which forced them to find new ways to develop their cooperation with parents. First [the authors] would like to explain the historical background in Prussia from a legal perspective, how legislation evolved concerning parent councils (which were legally recognized in 1919), and which reactions this provoked on the teachers' side. Given the two examples, [they] will show how parents positioned themselves in relation to teachers and in what way and in what areas they gained power in the Foucauldian sense of influence. Finally, [the authors] will briefly discuss the question of whether this should be conceived of as a disempowerment of teachers, and if so, in what respect. (DIPF/Orig.)

Abstract:
In recent years, the involvement of parents in educational processes has gained importance in the educational debate, and has also become increasingly relevant in educational policy. Parents are powerful stakeholders in education; thus, information on parents' opinions and engagement is highly valuable in large-scale assessments like the Programme for International Student Assessment (PISA). PISA can deliver information about educational processes at home, as well as parents' needs, demands, and expectations of their interaction with schools, by addressing the parents directly. This also allows for analysing relationships between variables from the parent questionnaire and students' achievements and motivations, affording insights into differences between groups (such as high- and low-performing students), and questions of equity. Furthermore, on the basis of PISA data, information about policies at the system level can be gained: that is, how parental engagement is supported through school policies or national intervention programs. Additionally, more detailed information about home learning environments can be gained from parents' answers. In PISA 2015, a theory-based approach was chosen to systemize and to enhance aspects of parental involvement process (Green et al. 2007), questions on parents' home- (e.g. helping with homework) and school-based (e.g. helping in the school library, talking to the teacher) involvement strategies, as well as factors influencing parental involvement (e.g. parents' beliefs and motivations, perceptions of invitations from school) were included. To gain a multi-perspective view on parental involvement, targeted items were added to the parent, school, student and teacher questionnaires. (DIPF/Orig.)

Abstract:
Parental involvement research has greatly expanded over the past decade, but findings are mixed, reflecting in part the conceptual and methodological limitations of many studies. On the basis of longitudinal questionnaire data from 1,685 sixth-grade students, the authors studied parental help with homework because it is the most common and most controversial type of parental involvement. Distinguishing between the quantity and quality of parental homework involvement, the research shows that completely different conclusions about the effectiveness of parental homework involvement will be reached if its quantity is assessed instead of its quality: How often parents helped with homework was negatively associated with the development of achievement, whereas homework help that was perceived as supportive had positive predictive effects, and homework help perceived as intrusive had negative effects. Moreover, the results show that effect sizes would be overestimated if students' prior achievement and family background were not controlled. (DIPF/Orig.)

Abstract:
In this chapter, school climate variables are employed in order to explore school principals' influence on student achievement through the Pashiardis-Brauckmann Holistic Leadership Framework. The aim is to identify the mechanisms through which leadership influences student learning. For the purposes of the LISA project, a number of school climate variables were used as mediating variables between the principal's leadership styles and student achievement. All analyses pointed towards a model comprising seven such mediating factors. The seven school climate factors were labeled as follows: professional development opportunities, evaluation and feedback, teacher commitment, parental involvement, teaching and learning practices, student-teacher interactions, and student expectations. Then, an analysis was performed that examined the degree to which school leadership styles reliably predicted school climate variables. The findings suggest that the instructional, the structuring, and the entrepreneurial leadership styles are utilized by school principals in order to enhance student achievement.

Abstract:
Im Rahmen von Comenius-Regio-Projekten fördert die Europäische Union Partnerschaften im schulischen Bereich auf der Ebene von Regionen und Gemeinden. Von September 2012 bis Juli 2014 erarbeiteten Institutionen aus dem Stadt- und Landkreis Heilbronn und aus der ostanatolischen Großstadt Elazig gemeinsam Methoden zur Steigerung der Lesemotivation und der Lesekompetenz und erprobten sie synchron in beiden Ländern. Beteiligt waren auf türkischer Seite die Provinzdirektion für nationale Erziehung Elazig als koordinierende Behörde, die Istikal Grundschule, das Forschungs- und Beratungszentrum Elazig und die Öffentliche Provinzbücherei Elazig. Auf deutscher Seite koordinierte das Staatliche Schulamt Heilbronn das Projekt, an dem neben dem Staatlichen Seminar für Didaktik und Lehrerbildung (GWHS) Heilbronn, die Wartbergschule Heilbronn, die Johannes-Häußler-Schule Neckarsulm, die Stadtbibliothek Heilbronn und der Türkische Gesamtelternverein mitwirkten. Es wurde ein Manual erstellt, in dem Methoden zur Steigerung der Lesemotivation dokumentiert sind. Die beteiligten Klassen erarbeiteten ein bilinguales Geschichtenbuch, das im pdf-Format auf der Internetseite des Projekts zum Download zur Verfügung steht. In der begleitenden Evaluation, die vom Staatlichen Seminar für Didaktik und Lehrerbildung durchgeführt wurde, konnte nachgewiesen werden, dass durch eine gezielte individuelle Förderung die Lesemotivation gesteigert werden kann.
