Abstract: Gegenstand dieser Expertise ist die kritische Auseinandersetzung mit neueren bildungsökonomischen Auswertungen von Daten aus internationalen Schulleistungsstudien. Neben der Darstellung des methodischen Ansatzes in der bildungsökonomischen Wirkungsforschung ( "Produktionsfunktions-Ansatz") werden fünf Bereiche untersucht, denen Wirtschaftswissenschaftler besondere Aufmerksamkeit in ihren Analysen möglicher Einflussfaktoren der Bildungsqualität widmen: die Klassengröße, die Form von Abschlussprüfungen (zentral/dezentral), Schulautonomie und Dezentralisierung, Schulwettbewerb, Privatschulen sowie der Zusammenhang zwischen institutionellen Rahmenbedingungen und Chancengleichheit. Abstract: Der Beitrag setzt sich kritisch mit neueren bildungsökonomischen Studien auseinander, die auf der Basis internationaler Datensätze die These glauben stützen zu können, durch eine Stärkung des Privatschulsektors ließen sich nachhaltige Qualitätsverbesserungen im Schulbereich erzielen. Hingewiesen wird auf den eingeschränkten Aussagegehalt solcher Studien und auf das uneinheitliche Bild, das die Forschung insgesamt zur Wirksamkeit des Wettbewerbs durch Privatschulen vermittelt. Eine generelle Leistungsüberlegenheit privater Schulen ist weder im internationalen noch im nationalen Kontext nachweisbar.(DIPF/Orig.)
Abstract (english): This contribution critically deals with recent studies in the economics of education. Based on analyses of international data these studies claim to have found evidence für improvements in the performance of educational systems by strengthening the private school sector. The author emphasizes the restricted significance of such studies and points out that the overall picture provided by research on the impact of competition from private schools is mixed. Evidence of a general superiority of private schools ' performance could neither be found in international, nor in national research. (DIPF/Orig.)

Abstract: Das umfassende Handbuch enthält beschreibende Darstellungen der Bildungssysteme aller europäischen Staaten, wobei die Auswahl unter dem Gesichtspunkt der ihrer Mitgliedschaft im Europarat getroffen worden ist. Abstract (english): The comprehensive manual is composed of descriptive chapters on the education systems of all European countries, whereby the selection has been decided in view of their membership in the Council of Europe. Abstract: Ein Schulfoto der jüdischen Theodor-Herzl-Schule/Berlin aus dem Jahr 1936 mit der Überschrift "Wir gehen gern in unsere Schule!" ist der Ausgangspunkt des Aufsatzes, der die wechselvolle Geschichte einer privaten jüdischen Volksschule beschreibt. Eröffnet 1920 bestand sie bis zu ihrer erzwungenen Auflösung im Jahr 1938 und bot den jüdischen Schülerinnen und Schülern einen Schutzraum, der einen unschätzbaren Beitrag zur Identitätsfindung und Entwicklung ihres Selbstwertgefühl leistete sowie Lebensfreude und Zuversicht vermittelte, soweit dies in den Jahren des Nationalsozialismus überhaupt möglich war. An die intensive Beziehung zwischen den Schülern und Lehrern dieser Schule konnten sich die Überlebenden noch heute dankbar erinnern, die 2006 nach Berlin kamen und die Ausstellung zur Geschichte der Theodor-Herzl-Schule in der Bibliothek für Bildungsgeschichtliche Forschung besuchten.( DIPF/Autor)

The next step is the functioning of the current education system, beginning with a structural overview and followed by an analysis of the different levels of the education system, including, as a separate chapter, post- secondary and tertiary education. Abstract: Im Oktober 1920 wurde in Berlin die Theodor- Herzl-Schule als private Volksschule gegründet, die sich insbesondere an Eltern richtete, die eine jüdische Erziehung für ihre Kinder wünschten. Mit der Machtergreifung des Nationalsozialismus stieg die Schülerzahl auf über 650 jüdische Schüler an. Gleichzeitig bot diese Schule bis zum Schluss ihrer Existenz allen Schülern einen Schutzraum vor Ausgrenzung und Verfolgung, gleichzeitig wurden sie auf ihre Auswanderung vorbereitet. Nach dem Pogrom 1938 und der Verwüstung der Theodor-Herzl-Schule begannen Fluchtaktivitäten, um gerade Kinder und Jugendliche ins Ausland zu retten. Eine Ausstellung der BBF von 2006 zeichnete eindrucksvoll die Geschichte dieser zionistischen Schule nach und war Gegenstand eines beeindruckenden Treffens von über 50 ehemaligen Schülern, die teilweise aus der ganzen Welt zur Ausstellungseröffnung in die BBF kamen.(DIPF/Autor)
