Abstract:
Multidimensional adaptive testing (MAT) allows for substantial increases in measurement efficiency. It was examined whether this capability can be used to report reliable results for all 10 subdimensions of students' literacy in reading, mathematics and science considered in PISA. The responses of N=14,624 students who participated in the PISA assessments of the years 2000, 2003 and 2006 in Germany were used to simulate unrestricted MAT, MAT with the multidimensional maximum priority index method (MMPI), and MAT with MMPI taking typical restrictions of the PISA assessments (treatment of link items, treatment of open items, grouping of items to units) into account. For MAT with MMPI the reliability coefficients for all subdimensions were lager than .80, as opposed to sequential testing based on the booklet design of PISA 2006. These advantages slightly lessened with the incorporation of PISA-typical restrictions. The findings demonstrate that MAT with MMPI can successfully be used for subdimensional reporting in PISA.

Abstract:
Mobile Endgeräte wie Tablets oder Smartphones sind mittlerweile in allen Bereichen des täglichen Lebens verbreitet. Ihre Nutzung zum Lernen und Testen in Schule und Freizeit ist nicht mehr nur eine Zukunftsvision. Zur Umsetzung wird ein vielseitiges und umfassendes System aus Hard- und Software benötigt, das die verschiedenen Arten von Lern- oder Testeinheiten präsentieren kann. Darüber hinaus müssen alle weiteren Aspekte einer Langzeittestung abgedeckt werden, wie zum Beispiel Testsicherheit, Datensicherung, Anpassbarkeit an neue Zeitabläufe usw. Erst dann kann ein echter Mehrwert gegenüber dem bereits praktizierten Einsatz von Computern zum Lernen und Testen erzielt werden. In diesem Beitrag präsentieren wir an einem praktischen Beispiel das Konzept und die Realisierung eines solchen Systems. Es wird im Rahmen von wissenschaftlichen Untersuchungen der täglichen Schwankungen kognitiver Leistungsfähigkeiten im Schulkontext eingesetzt.

Modern assessments are increasingly based on complex test materials, which are often implemented as simulations. These interactive assessment instruments enable students to use the system in various ways. For this reason, students' interactions with a test delivery platform are stored in automatically generated log files but during the assessment process a large amount of log data is accumulated with various characteristics (clicking, typed answers, and timing-related data). For an efficient analysis of these human-computer interactions' data, it is necessary to gain information about the actual test-taking processes. One very promising way of examining test-taking behaviour is visual data exploration, which is focused in our study. The main objective of this paper is to illustrate how information visualization can help the educational measurement with exploring students' activities in computer-based assessment. It gives insights into visual representations that are useful in depicting test-taking behaviour, identifying trends in students' activities in simulation-based assessment, and examining individual differences on the grounds of test-taking processes. We therefore applied tools and visualization layouts, which support educational practitioners in making use of the data assembled in computerized test delivery.

Mobile devices such as smartphones and tablet PCs have gained global popularity and are increasingly used in all areas of daily life, including learning and assessment activities. To support different kinds of learning and assessment content, a versatile and comprehensive system is desirable. In addition, other aspects of long-term assessments have to be covered such as security, data protection and adaptivity, e.g. to new schedules or items. In this paper, we present the concept and realization of an Android-based mobile assessment system especially designed for school usage. It has been used already in several research studies in elementary schools, e.g. to measure daily fluctuations of cognitive performance capabilities.

Abstract:
In der Diagnostik und der Outcome-Messung werden in der Rehabilitation eine Vielzahl von Fragebogen eingesetzt. In der Regel werden dabei - unabhängig vom aktuellen Gesundheitszustand und vom Schweregrad - für jeden Rehabilitanden dieselben Informationen mittels identischer Gruppen von Items erfasst, um die Vergleichbarkeit der diagnostischen Befunde gewährleisten zu können. Hierbei erweist es sich als problematisch, dass a) in der Regel nur im mittleren Belastungsspektrum eine hinreichend genaue und zuverlässige Diagnostik möglich ist und b) Messinstrumente durch die Vorgabe von vielen und im Einzelfall uninformativen Items eine unökonomische Datenerhebung erfordern. In diesem Beitrag wird gezeigt, wie durch adaptives oder maßgeschneidertes Testen die Datenerhebung an der individuellen Belastung des Patienten selbst orientiert werden kann. Hierdurch können im Idealfall eine hohe Ökonomie und eine optimierte Messpräzision der Testung und patientenseitig eine hohe Akzeptanz gewährleistet werden, da eine gute Passung zwischen Fähigkeit der Patienten und erfragten Iteminhalten gegeben ist. Adaptive Testverfahren erfordern jedoch eine aufwändige und sehr sorgfältige psychometrische Entwicklung der Erhebungsprozeduren, damit trotz Vorgabe unterschiedlicher Items an die Patienten die diagnostischen Befunde zwischen Patienten und Messzeitpunkten (z. B. Prä-Post-Vergleich) vergleichbar sind. In diesem Beitrag wird gezeigt, welche Entwicklungsschritte eine fundierte adaptive Testprozedur durchlaufen muss und wie der Einsatz auch in der medizinischen Rehabilitation zum Gewinn für Anwender und Patient werden kann.
Abstract (english):
For diagnostics and outcome measurement in clinical rehabilitation a multitude of questionnaires is used. In order to gain comparability of the diagnostic findings, generally, the same information is gathered of all patients, regardless of their state of health or how severely ill they are, by using identical groups of items. In this kind of assessment it is, however, problematic that (a) the assessment instrument usually only allows for adequate and reliable diagnostics of patients who suffer from injuries or illnesses of medium severity, and (b) that an uneconomic data collection is required because of an extensive set of items which may in individual cases be uninformative and unnecessary. This article shows how data assessment can be adjusted to the individual handicaps of the patient by using adaptive or tailored testing. Thus it can be ensured that the testing becomes more economical and results more precise. Furthermore, a high acceptance by the patients participating in the data collection can be achieved, as the test items submitted fit the ability of the patients adequately. Yet, adaptive test systems require a complex and very careful psychometrical development of the assessment procedure in such a way that in spite of presenting different items to patients, diagnostic outcomes are comparable between patients and for different points in time (e. g., pre-post comparison). This article shows the steps of development that have to be accomplished in order to set up a psychometrically sound adaptive test procedure. Moreover, it shows how its usage in the area of medical rehabilitation can be profitable for handlers and patients.

Abstract:
Im Vergleich zu Papier- und Bleistifttests versprechen computerisierte Kompetenztests eine Vielzahl von Vorteilen, beispielsweise eine erhöhte Testsicherheit, mehr Informationen über die Testteilnehmer, sofortiges Scoring und unmittelbares Feedback. Zudem können neue, innovative Aufgabenformate angewendet werden, um die Testinhalte zu erweitern. Drei Vorteile sind für die Messung kognitiver Kompetenzen im Rahmen des Nationalen Bildungspanels besonders hervorzuheben: Erstens kann eine Reduktion der Testzeit durch die höhere Messeffizienz von adaptiven Tests erzielt werden. Zweitens ist zu erwarten, dass computerisiertes Testen die Standardisierung erhöht und das Interesse der Testteilnehmer an der Testdurchführung steigert. Drittens ermöglicht die internetbasierte Testdurchführung die Auslieferung von Tests an räumlich entfernte Testteilnehmer. Bevor diese Vorteile jedoch genutzt werden können, muss die Äquivalenz zwischen den verschiedenen Formen der Testadministration untersucht werden, um die Vergleichbarkeit der Testergebnisse und die Validität der Ergebnisinterpretationen sicherzustellen. In diesem Kapitel wird ein theoretisches Bezugssystem für Mode Effects beschrieben und spezifische Eigenschaften der verschiedenen Administrationsformen werden diskutiert. Darüber hinaus werden abgeleitete Äquivalenzkriterien im Hinblick auf die Gegebenheiten der Kompetenzdiagnostik im Nationalen Bildungspanel betrachtet unter denen (a) die Nutzung computerisierter Kompetenztests für nachfolgende Testdurchführungen vorbereitet wird und unter denen (b) die Kompetenzentwicklung über die Lebensspanne mit Tests für verschiedene Klassenstufen und Altersgruppen gemessen wird.
Abstract (english):
Computerized competence tests promise a variety of advantages compared to paper-pencil delivered tests, for instance, increased test security, more information about test takers and the test-taking process, instant scoring, and immediate feedback. Moreover, new innovative item types can be administered to broaden the test content. Three benefits should be particularly emphasized for the assessment of cognitive competencies in the German National Educational Panel Study. First, reductions of test time can be obtained through the higher measurement efficiency of adaptive tests. Second, computerized testing is expected to enhance standardization and to increase test takers' interest in completing the test. Third, Internet-based assessment offers the opportunity to deliver tests to spatially distanced test takers. However, before we can exploit these opportunities, we have to study the equivalence between different test administrations in order to maintain comparability of test scores and to ensure the validity of score interpretations. In this chapter, we shall describe a theoretical framework of mode effects and discuss various properties of test administrations. We shall relate the resulting equivalence criteria to the specific settings of the National Educational Panel Study in which (a) the usage of computerized competence tests is being prepared for upcoming assessments, and (b) tests for different grades and age groups are being designed to assess competence development over the life span.

International comparative studies like the Programme for International Student Assessment (PISA) pose special challenges to the localisation of the test content. To allow for comparison between countries, the assessments have to be comparable with respect to measurement properties. Therefore, internationalisation and localisation are crucial steps to guarantee test equivalence across countries. The localisation of test items is different from the localisation of web-based contents or software as the test content has to be authentic within a country while the test's measurement properties have to be comparable across countries. Using the PIAAC study (Programme for the Assessment of Adult Competencies) as an example, this paper describes all stages of the localisation process for an international large-scale assessment. The process ranges from the development of source items to translation, adaptation of layout issues and meta-data adaptations. The paper concludes with a discussion of lessons learned and open questions.

Abstract (english):
Due to the innovative possibilities provided by computers and the cost-efficiency of the system, technology-based assessment should displace paper-based testing (Csapo, Latour, Bennett, Ainley, & Law, 2010). If computer-based assessment is applied to replace traditional testing a number of questions arise regarding media-effect (see e.g. Clariana, & Wallance, 2002). In the past several media-effect studies were carried out focusing on different student and item-related variables, some of these studies attempted to identify the effect of background variables (gender, race/ethnicity, and ICT related factors) for the differences between paper- and computer-based test performance, however, less attention has been paid to the examination of paper-and-pencil test performance of different sample subgroups. The purpose of this paper is to investigate a comparison of data derived from two test delivery among subgroups of students based on paper-and-pencil performance. This paper argues that the media-effect is related to the ability level of test takers in low-stakes testing. Various age groups, measured context and research design validate our findings. Results indicate that different ability level students behave differently in traditional and computerized assessment. Low ability students performed significantly better in computerized environment than in traditional testing. The performance of students with average ability level was media independent, or they achieved higher scores in the computerized test delivery. High ability students were disadvantaged in the online assessment. These findings support that the comparison of paper-based and computer-based performance should consider the students ability level realized in printed medium.

Abstract (english):
Compared to traditional paper-and-pencil testing, technology-based assessment (TBA) offers the possibility to measure new constructs e.g. by using rich stimulus materials during testing. One example for the innovative use of TBA is the MicroDYN approach that measures dynamic problem solving (DPS). It integrates several advantages of computerized testing: it accomplishes a testing system involving everyday situation tasks, in which variables influence one or more outcomes, and provides the opportunity to assess dynamics. The user thereby has to interact with a system. In this paper we present the results of a first pilot study that measures adults DPS competences in Hungary. Our aims are to (1) describe the internal structure of adults competency level in DPS; (2) to identify item characteristics affecting item difficulty and (3) to depict relationships between DPS and a background data set (consisting of motivation, ICT-related variables). The MicroDYN test was composed of 8 complex and dynamic items. Results indicate that the internal structure of adults competency level could be best described with a two dimensional model (two facets: model building and forecasting). The examination of item level characteristics identified the quality of effects as a responsible factor for item difficulty. Based on background variables, adults DPS competency did not show significant relationships with ICT related variables, self efficacy and some of the measured motivational aspects. However, higher DPS-scores were generally associated with success orientation and job qualification.
