Abstract (english): Purpose
- Although policy makers strengthen the necessity of "deregulation", discussions about deregulation vs regulation in Europe still seem to be characterized by a lack of sophistication and require a more differentiated picture of specific forms of deregulation. As a consequence, the analysis of new educational governance approaches should consider the local actor's interpretation of new roles and new responsibilities. Relating actions and reactions of school leaders to their formal environment should lead to more contextual patterns of responsiveness. The paper aims to discuss these issues.
Design/methodology/approach
- The authors investigate, based on a survey among Cypriot school leaders, whether school autonomy needs deregulation, or regulation towards autonomy, respectively. At the time of research the school system of Cyprus could be characterized as a "centralized" system and hence represented a suitable field of study. Using a factor model followed by a cluster analysis the paper explores the school leaders' profiles of operative and perceived autonomy in different fields of governance issues and identify different types of leadership.
Findings
- The authors find that the autonomy school leaders experience is not necessarily related to a "defined" degree of autonomy which is prescribed by educational law and driven by concepts of new public management. Their "perceived" autonomy is also due to factors which can be located at a rather individual level.
Originality/value
- The findings provide insight into principals' motives to adopt certain styles of leading schools, quite independently from new measures of educational governance. The authors conclude that greater emphasis on systematic support programmes may prepare school principals for gains of autonomy as well as for potential sources of conflict. (DIPF/Autor)

Abstract (english): The main purpose of this paper is to examine more closely the tension between, on the one hand, forms of internal school improvement based on internal evaluation measures and, on the other hand, control and legitimisation needs grounded on external evaluation measures. The clash of these forms of evaluation is at the core of the paper, dealing in particular with the changing evaluation systems in the Cypriot education system. Therefore, the case study approach is utilised here. More specifically, the case of Cyprus is used as a system under transition in order to move from a primarily teacher inspection system, which is externally driven, to a combination of a teacher/school inspection system, which is based on both external and internal processes and is directed at both formative and summative evaluation processes. Abstract: Dieser Aufsatz untersucht den audiovisuellen Sektor (AV-Sektor) der Republik Zypern kurz vor dem Beitritt in die EU in Hinblick auf Europäisierungsprozesse. Wurden die Erforschung der Europäischen Union und ihre Integrierungsprozesse bis in die 1990er Jahre mit Kolonialisierung gleichgesetzt, so wird die Intervention mittlerweile nicht mehr als einseitiger Prozess verstanden, bei der eine Gesellschaftsform durch eine andere ersetzt wird, sondern als "integrative Praxis" betrachtet, die in ein Feld spannungsreicher Prozesse agiert. Die Republik Zypern ist seit 2004 Mitglied der Europäischen Union und hatte im Zuge der Beitrittsverhandlungen die im Gemeinschaftsvertrag (Acquis Commun autaire) festgeschriebenen Grundsätze für den audiovisuellen Sektor (die Produktion und Distribution von Rundfunk und Film) umzusetzen. Beabsichtigt wird in diesem Artikel die Handlungsfähigkeit der europäischen Identitätspolitik im AV-Sektor, deren Stabilisierung unter transnationalen Transformationsprozessen der Medienlandschaften sowie deren spezifisches Wirkgefüge in der Republik Zypern zu analysieren. Abstract (english): The comprehensive manual is composed of descriptive chapters on the education systems of all European countries, whereby the selection has been decided in view of their membership in the Council of Europe. Abstract: Das seit 1995 bestehende IHBB hat sich im deutschen Sprachraum zu einem praxisbezogenen Standardwerk der (Vergleichenden) Berufsbildungsforschung entwickelt. Neben praxisbezogenen Zielgruppen ( Mittlerorganisationen in der internationalen Berufsbildungskooperation, Internationale Organisationen, Bildungs- und Berufsbildungsverwaltungen, Unternehmen) gilt das auch für die Scientific Community (International tätige Berufsbildungsforscher, Universitätslehrstühle für Vergleichende Erziehungswissenschaft und Berufs- u. Wirtschaftspädagogik, Forschungsinstitute). Vorangestellt ist ein internationaler Vergleichsteil. Im Mittelpunkt stehen die Länderstudien, die sich auf Grundlage einer einheitlichen Systematik auf nationale Berufsbildungs- und Bildungssysteme konzentrieren. Sie geben eineneinführenden Einblick in die sozioökonomischen Rahmenbedingungen und die bildungspolitischen Kompetenzen. Das Bildungssystem wird unter dem Schwerpunkt Berufsbildung dargestellt. Es werden die strukturellen und historischen Entwicklungslinien nachgezeichnet und eine Kontextuierung der beruflichen Aus- und Weiterbildung (formal, non-formal, informell) bezogen auf das jeweilige Bildungssystem vorgenommen. Ferner wird das im Prozess der beruflichen Bildung agierende Personal dargestellt und die länderübergreifende Mobilität bezogen auf die internationale Berufsbildungszusammenarbeit thematisiert. Abstract (english): The International TVET Handbook, which has been in existence since 1995, has become a practice-oriented standard work of literature for comparative TVET research within the German-speaking world. Besides practice- oriented target groups (mediating organisations in international TVET cooperation, international organisations, general education and TVET administrative offices, companies), this handbook also is a standard work for the Scientific Community (internationally operating TVET researchers, university chairs for comparative educational sciences and vocational and economic education, research institutes). The handbook starts with an international comparison part. The focus is on the country-related studies that concentrate on national TVET and general education systems on the basis of a uniform classification. They allow an introductory insight into the overall socio-economic conditions and the political competences regarding education and training. The education system is presented with the main emphasis on technical and vocational education and training. The structural and historical development lines are drawn and a context is established between the technical and vocational initial and continuing education and training (formal, non- formal, informal) and the corresponding general education system. Moreover, the personnel acting within the process of TVET is described and the supranational mobility referring to the international TVET cooperation is dealt with. Abstract: Der EU-Beitrittskandidat Zypern, der in den neunziger Jahren ein kleines "Wirtschaftswunder" vollbracht hat, wird als ein engagiertes und aufstrebendes europäisches Land charakterisiert. Zur guten Bilanz der Republik Zypern gehört ein solides, qualitativ und quantitativ gut entwickeltes Bildungssystem. Der Beitrag zeigt historische Entwicklungslinien, analysiert das System der allgemein- und berufsbildenden Schulen, zeigt Entwicklungsperspektiven des Schulsystems auf. Der Schwerpunkt der Analyse liegt auf dem Primar- und Sekundarschulbereich, andere Bildungsstufen und Bildungsbereiche werden als Kontext bzw. Rahmenbedingung angesprochen. Eine grafische Darstellung der Struktur des Bildungssystems insgesamt ergänzt den Beitrag.
Abstract (english): The author characterizes the EU accession candidate Cyprus, which has brought about in the nineties a small "economic miracle", as a flourishing European country striving for progress in all fields of social development. This positive assessment includes a solid, qualitatively and quantitatively well developed education system. The contribution provides basic information on education and training in the public school system with a view to future perspectives. The focus of this analysis is on primary and secondary education, other areas and levels of education are only mentioned as a context or a framework condition respectively. A graph showing the structure of the education system completes this contribution.

Abstract: Ausgehend von der These, daß internationale Austausche von Experten in der beruflichen Bildung wie der Internationale Fachkräfteaustausch ( IFKA) der von der Carl Duisberg Gesellschaft im Auftrag des Bundesministeriums für Bildung und Forschung durchgeführt wird, mit dazu beitragen können, die Entwicklung der beruflichen Bildung in Deutschland durch transferfähige An- regungen und Beispiele zu fördern, werden 37 nationale Berufsbildungssysteme daraufhin überprüft, ob sie entsprechende innovative Strukturen enthalten. Im Kapitel 5 werden die Profile der Berufsbildungssysteme im Kontext der allgemeinen Bildungssysteme dargestellt sowie ihre Besonderheiten und das Innovationspotential herausgearbeitet. Diese Zusammenfassungen beruhen auf den Einschätzungen von Länderexperten. Da diese kurzen, auch wertenden Darstellungen nachvollziehbar sein müssen, ist dafür ein Basiswissen über das jeweilige nationale Berufsbildungssystem erforderlich. Deshalb werden dafür ergänzende Literaturhinweise und nationale Internet-links gegeben. Die folgenden Länder wurden aufgenommen: Argentinien, Australien, Brasilien, Bulgarien, Chi-le, China (Volksrepublik), Dänemark, Finnland, Frankreich, Griechenland, Großbritannien: England/Wales, Großbritannien: Schottland, Indonesien, Irland, Italien, Japan, Kanada, Korea (Republik), Malaysia, Niederlande, Norwegen, Österreich, Polen, Rumänien, Russische Föderation, Schweden, Schweiz, Slowakische Republik, Spanien, Südafrika, Taiwan (R. O.C), Thailand, Tschechische Republik, Türkei, Ungarn, USA, Vietnam, Zypern. Neben der länderspezifischen Literatur Internet-links in Kapitel 5 enthält das Kapitel 6 ergänzende Literatur und eine Bibliographie zu Internationalen Austauschmaßnahmen. Außer den drei Autoren (Hellwig, Lauterbach, von Kopp), deren Forschungsschwerpunkt im Deutschen Institut für Internationale Pädagogische Forschung die Vergleichende Berufsbildungs- forschung ist, arbeiteten weitere 14 ausgewieseneLänderexperten an dieser Studie mit. Da Schlagworte wie 'best practice', 'good practice', 'borrowing', ' lending' "Lernen vom Aus-land" usw. ein wichtiger Hintergrund bei der Auseinandersetzung mit einem ausländischen Bil-dungssystem und den daraus gewonnenen Anregungen für die Reformdiskussion in Deutschland sind, werden die Zusammenhänge dieser plakativen Begriffe mit der Vergleichenden Erziehungswissenschaft und der Vergleichenden Berufsbildungsforschung in einem besonderen Kapitel herausgearbeitet. Im übrigen verstehen wir die einzelnen Übersichten als stark verdichtete Anregungen zur eventuellen weiteren Beschäftigung mit dem einen oder anderen Land sowie als Motivation, die aktuellen Themen der heutigen Berufsbildungsproblematik unter Bezug auf globale, gemeinsame wie auch vielfältig individuelle, historisch gewachsene Formen der einzelnen Länder zu diskutieren.
Abstract (english): Starting from the international exchange programs for experts of vocational education and training, such as the program for International Exchange of Experts (IFKA) organised by Carl Duisberg Gesellschaft on behalf of the Federal Ministry of Education and Research, can contribute to the promotion of the development of vocational education and training in Germany by transferable ideas and examples, 37 national vocational education and training systems are e xamined to find out whether they contain corresponding innovative structures. Chapter 5 presents the profiles of vocational education and training systems in the context of the general education system, and brings out their special features and the innovation potential. These summaries are based on the esti mations of regional experts. As these short, and also rating, presentations have to be comprehensible, basic knowledge of the corresponding national vocational education and training system concerned is required. For this purpose, additional references to literature and national internet links are given. The following countries were included: Argentina, Australia, Brazil, Bulgaria, Chile, (People's Republic of) China, Denmark, Finland, France, Greece, Great Britain: England/Wales, Great Britain: Scotland, Indonesia, Ireland, Italy , Japan, Canada, (Republic of) Korea, Malaysia, the Netherlands, Norway, Austria, Poland, Romania, Russian Federation, Sweden, Switzerland, Slovakian Republic, Spain, South Africa, Taiwan (R.O.C), Thailand, Czech Republic, Turkey, Hungary, USA, Vietnam, Cyprus. Apart from the country-related literature and internet links in chapter 5, chapter 6 contains additional literature and a bibliography on international exchange programs. Besides the three authors (Hellwig, Lauterbach, von Kopp), whose research work is mainly focussed on the comparative vocational education and training research at the German Institute for International Educational Research, other 14 proven regional experts are involved in this study. Since terms like 'best practice', 'good practice', 'borrowing', 'lending' "learning from foreign countries", etc. constitute an important background for the examination of a foreign education system and for the ideas gained theref rom for the reform discussion in Germany, the relation of these striking terms to the comparative educational science and to the comparative vocational education and training research are brought out in a chapter of their own. As for the rest, we understand the individual overviews as highly condensed stimuli to a possibly continued study of one country or the other, as well as a motivation to discuss the current topics of present problems concerning vo cational education and training with reference to global, common, as well as diverse individual, historically evolved forms of the individual countries.

Abstract: Die Autorin gibt einen Überblick zur Berufserziehung und Berufsbildung in der Republik Zypern, die zur ersten Reihe der EU-Beitrittskandidaten gehört. Die Analyse erfolgt mit Bezug auf das gesamte Bildungssystem und die gegenwärtigen sozialökonomischen Bedingungen im Land. Die Darstellung aktueller Entwicklungen der beruflichen und technischen Bildung im Mittelmeerstaat ist von besonderer Brisanz, weil das Land nach der türkischen Invasion von 1974 einen harten Konsolidierungskurs einschlagen musste und heute als "kleines Wirtschaftswunder" gilt. Die Verfasserin geht u.a. auf das Reformvorhaben "Unified Lykeion" ein. Sie verwendet neueste Statistiken aus Zypern und bietet ein nützliches Quellenverzeichnis mit Internet-Links an.
Abstract (english): The author provides an overview on vocational education and training in the Republic of Cyprus, which belongs to the first group of EU accession countries. This analysis was carried out with reference to the education system as a whole and to current socioeconomic conditions in this country. Statements on contemporary developments in vocational education and training in the Mediterranean State cause particular interest, because this part of the island had to follow a tough consolidation course after Turkish occupation in 1974 and is today considered to be a "small economic miracle". The author explains among other things the pilot project "Unified Lyceum". She uses latest statistical data from Cyprus and offers useful references to other sources, including Internet-Links.
