Abstract:
Using data from PISA 2009, the present study investigates firstly how equally students are exposed to opportunities to improve their reading skills (OTL) depending on the school they are enrolled in, and secondly the links between OTL in reading and achievement at the school level. A multidimensional within-item IRT is used to model the OTL. The intraclass correlation of both OTL dimensions issued from the IRT analysis - reading fiction and reading non-continuous tasks - is high, especially in differentiated education systems, showing an unequal exposure to OTL in reading according to the school. Robust correlations between the two OTL dimensions and reading achievement are observed at the school level. In addition, the results of a multilevel regression analysis show that a substantial proportion of the between-school variance in reading can be explained by OTL and by the school social intake. The proportion of between-school variance explained jointly by OTL and social intake is higher in differentiated education systems than in comprehensive ones. (DIPF/Orig.)

Abstract:
In the present study we compared comprehensive education systems and education systems using between-school tracking with regard to disparities in the quality of student-teacher relations between low and high achieving students, between students with different socioeconomic backgrounds, and between schools with different achievement and social compositions. Data from 271,760 students in 10,125 schools in 40 of the 41 education systems that participated in the Programme for International Student Assessment 2003 was analysed using three-level regression models. The results document differences between comprehensive education systems and those using between-school tracking: In the former, but not the latter, high achievers and students with higher socioeconomic backgrounds had better student-teacher relations than their schoolmates. In education systems with between-school tracking, but not in comprehensive education systems, the quality of student-teacher relations was higher in schools with a disadvantaged social composition. These findings indicate a need to develop better strategies to address the socio-emotional needs of disadvantaged students in comprehensive education systems. (DIPF/Orig.)

Abstract:
Das Projekt erarbeitete eine Bestandsaufnahme und kritische Diskussion gängiger Bildungsindikatoren im internationalen Vergleich aus interdisziplinärer und bildungsökonomischer Sicht. Im Fokus standen OECD-Indikatoren zu Bildungsabschlüssen, zu Schüler- und Erwachsenenkompetenzen (PISA, PIAAC) sowie zur Bildungsmobilität. Der Forschungsbericht enthält in den ersten beiden Kapiteln die Zusammenfassung von Referaten sowie der Diskussion und Reflektion der Bildungsindikatoren von Experten aus der Ökonomie und der Soziologie, die im Rahmen des Workshops "Bildungsindikatoren im internationaler Vergleich" am 21. Mai 2015 am Bundesministerium für Bildung und Forschung (BMBF) in Berlin stattfand. In den folgenden Kapiteln drei bis zehn enthält der Bericht eine vertiefende Analyse oft verwendeter OECD Indikatoren. Deren Vor- und Nachteile als Gradmesser der Leistungsfähigkeit des Bildungswesens werden aus wissenschaftlicher Sicht für ausgewählte Länder erörtert. (DIPF/Autor)

Abstract:
In this article, the change in examinee effort during an assessment, which we will refer to as persistence, is modeled as an effect of item position. A multilevel extension is proposed to analyze hierarchically structured data and decompose the individual differences in persistence. Data from the 2009 Program of International Student Achievement (PISA) reading assessment from N = 467,819 students from 65 countries are analyzed with the proposed model, and the results are compared across countries. A decrease in examinee effort during the PISA reading assessment was found consistently across countries, with individual differences within and between schools. Both the decrease and the individual differences are more pronounced in lower performing countries. Within schools, persistence is slightly negatively correlated with reading ability; but at the school level, this correlation is positive in most countries. The results of our analyses indicate that it is important to model and control examinee effort in low-stakes assessments. (DIPF/Orig.)

Abstract:
The aim of the present study was to examine how different types of tracking - between-school streaming, within-school streaming, and course-by-course tracking - shape students' mathematics self-concept. This was done in an internationally comparative framework using data from the Programme for International Student Assessment (PISA). After controlling for individual and track mean achievement, results indicated that generally for students in course-by-course tracking, high-track students had higher mathematics self-concepts and low-track students had lower mathematics self-concepts. For students in between-school and within-school streaming, the reverse pattern was found. These findings suggest a solution to the ongoing debate about the effects of tracking on students' academic self-concept and suggest that the reference groups to wich students compare themselves differ according to the type of tracking.

Abstract (english):
A growing body of research compares educational processes and outcomes cross-nationally, but up to now there are only few studies on teachers and their expertise involving more than a handful of countries. Drawing on data from the OECD-Teaching and Learning International Survey the present chapter aims at filling this research gap. It compares different aspects of teacher quality namely mathematics teachers qualification, beliefs about the nature of teaching and learning and classroom teaching practices across 23 countries. Results of descriptive and multivariate analyses show the three facets and their subscales to be distinct but interrelated across countries. At the same time significant differences in profiles are observed cross-nationally. The findings suggest both, global and country-specific effects on teacher quality.

Abstract:
Im Jahr 2009 hat Deutschland bereits zum vierten Mal am Programme for International Student Assessment (PISA) der OECD teilgenommen. Erfasst wurden die Kompetenzen von fünfzehnjährigen Schülerinnen und Schülern in den Bereichen Lesen, Mathematik und Naturwissenschaften in 65 Staaten weltweit. In Deutschland rief die erste PISA-Studie, die auf Erhebungen des Jahres 2000 beruht, ein überwältigendes Echo in der Öffentlichkeit, in der Bildungspolitik, in vielen Teilen der Wissenschaft und in der Bildungspraxis hervor. Sie untersuchte vor allem den Bereich des Lesens und lieferte detaillierte Informationen über den Kompetenzstand von Fünfzehnjährigen im internationalen Vergleich. Im Jahr 2003 war Mathematik der Schwerpunkt, im Jahr 2006 die naturwissenschaftlichen Kompetenzen, womit der erste Erhebungszyklus abgeschlossen war. PISA 2009 kehrt nun zu den Anfängen zurück. Wieder ist die Lesekompetenz der Schwerpunkt der Untersuchung. Auch die mathematischen und naturwissenschaftlichen Kompetenzen wurden erhoben, ebenso wie Informationen über Ressourcen und Lernumgebungen. Dieses Buch stellt den Ist-Stand im Jahr 2009 dar und verknüpft ihn mit den Entwicklungen zwischen den Jahren 2000 und 2009. Über welche Kompetenzen verfügen deutsche Schülerinnen und Schüler, und wie haben sich diese verändert? Wie sehen häusliche und schulische Lernumgebungen aus? Wie haben sich Rahmenbedingungen und Ergebnisse von Bildungsprozessen, aber auch Schulen und außerschulische Faktoren verändert? Wie lässt sich diese Entwicklung beurteilen, wenn man sie in den internationalen Vergleich einordnet?
