Abstract: Ein zentraler Trend in der Entwicklung der Bildungsbeteiligung in Deutschland ist der kontinuierliche Anstieg der Quote der Hochschulzugangsberechtigten. Mit der Umstellung des Sekundarschulsystems auf Zweigliedrigkeit scheint diese Expansion neue Dynamik zu erhalten. Gleichzeitig wird das Problem der Standardsicherung und der Vergleichbarkeit von Berechtigungen sichtbar. In einem quasi-experimentellen Design untersucht der vorliegende Beitrag am Fall der flächendeckenden Einführung eines Zweisäulensystems in Berlin die Struktur von Platzierungsentscheidungen und die Einhaltung von Standards bei Öffnung des Zugangs zur gymnasialen Oberstufe. Mit der Strukturreform vollzog sich ein sprunghafter Anstieg der Quote der Oberstufenzugangsberechtigungen, der mit einer Verminderung von Leistungsanforderungen einherging. Die Platzierungsentscheidungen der Lehrkräfte beruhen auf der Integration unterschiedlicher Bewertungen. In die Entscheidungen gehen schulübergreifende und schulinterne Leistungsurteile sowie Einschätzungen der Lernmotivation und des Arbeits- und Schulverhaltens der Schüler/-innen ein. Mit der Liberalisierung des Oberstufenzugangs blieb die standortübergreifende Akkuratheit der Leistungsurteile trotz gleichzeitigen Absenkens der für den Übergang in die Oberstufe erforderlichen Leistungsvoraussetzungen stabil. Schulspezifische Maßstäbe gewannen zusätzliche Bedeutung. Die Relevanz von motivationalen Merkmalen änderte sich nicht. Die Überprüfung, inwieweit Platzierungsentscheidungen durch organisatorische und soziale Kontextbedingungen der Schulen beeinflusst werden, ergab ein differenziertes Bild. (DIPF/Orig.)
Abstract (english): A developing trend in participation in the educational system in Germany over time has been the steady increase in the proportion of students eligible to enter higher education. Since the switch to a two-track secondary system, this development seems to have taken on new momentum. At the same time, problems have emerged with respect to the maintenance of standards and comparability of qualifications. In a quasi-experimental design, this article uses the introduction of a two-track secondary system in Berlin to examine the nature of teachers' placement decisions, as well as maintenance of standards when opening up access to college-level programs. The structural reforms led to a jump in the proportion of students eligible for upper secondary education, associated with a drop in the required achievement level. Teachers' placement decisions integrate various judgments: assessments of student achievement, judgements of cognitive abilities, and evaluations of students' learning motivation and social behavior. Our results show that when access to the upper secondary track was opened up, the cross-school accuracy of teacher assessments of student achievement remained stable, despite the drop in the achievement level necessary to enter upper secondary education. School-specific measures became more relevant. There was no change in the relevance of motivational characteristics. Our analysis of the extent to which teachers' placement decisions were affected by the organizational and social context of the school revealed mixed findings. (DIPF/Orig.)

Abstract: Mit dem Demand-Control-Modell und dem dazugehörigen Job Content Questionnaire (JCQ) existiert im Arbeitsumfeld ein bewährtes Modell zur Vorhersage physischer und psychischer Gesundheitsrisiken. Um diese auch unter Studierenden theoriegeleitet vorhersagen zu können, passten wir den JCQ auf den Hochschulkontext an und untersuchten mittels unseres Fragebogens zu strukturellen Belastungen und Ressourcen im Studium (StrukStud) den Erklärungsbeitrag hinsichtlich Stresserleben und Wohlbefinden. In 4 Studien mit insgesamt 732 Studierenden (Psychologie, Lehramt, Soziale Arbeit, Wirtschaftsrecht und Erziehung & Bildung) wurden die Demand-Control-Dimensionen (StrukStud), Stresserleben (Heidelberger Stress-Index HEI-STRESS & Perceived Stress Questionnaire) und weitere Referenzkonstrukte wie Studienzufriedenheit und körperliche Beschwerden erfasst. Befunde zur Reliabilität und Validität werden vorgestellt. Die Ergebnisse belegen die psychometrische Qualität des StrukStud sowie dessen Potenzial zur Erklärung von Stress im Studium. Mit dem StrukStud liegt für den deutschsprachigen Raum erstmals ein ökonomisches Selbsteinschätzungsinstrument zur Erfassung von psychologischen Anforderungen und Entscheidungsfreiräumen im Studium vor.
Abstract (english): Karasek's demand-control model and the corresponding Job Content Questionnaire (JCQ) have greatly influenced research conducted on psychosocial factors at work and health. In our questionnaire on structural conditions (StrukStud), we applied the JCQ to the situation of university students in order to explore the contribution of the Karasek dimensions on outcomes such as psychological distress. In 4 studies of 732 university students (Psychology, Teaching, Social Work, Business Law, and Educational Science) we assessed the demand-control dimensions (StrukStud), stress (Heidelberg Stress Index [HEI-STRESS] and Perceived Stress Questionnaire), and related constructs such as study satisfaction and physical health complaints. Initial findings on reliability and validity are presented. Results demonstrate the psychometric properties of the StrukStud and its potential to explain study-related stress. For the German-speaking countries, the StrukStud is the first economic self-report measure for psychological demands and decision latitude in the context of higher education.

Abstract: We report the results of a group concept mapping study on the topic of digital transformation in German higher education. Students, teachers and administrative employees participated in the study where they first gathered statements which were then clustered and ranked according to importance and feasibility. The results show agreement between all groups that matters of culture and mentality remain the biggest factors for a successful digitalization of higher education. While we found agreement between groups on the importance of topics, those working at the institution are more pessimistic of cultural changes than students. The unification of service platforms and the development of validated didactical concepts for digital learning offerings are also seen as open challenges. (DIPF/Orig.)

Abstract: Aus Perspektive der Rational-Choice-Theorie sind soziale Ungleichheiten beim Hochschulzugang vorrangig auf die zwischen sozialen Herkunftsgruppen variierende subjektive Bewertung studienbezogener Erträge, Kosten und der Erfolgswahrscheinlichkeit zurückzuführen. Die vorliegende Studie untersucht, inwieweit diese Bewertungen durch die Teilnahme an einer schulischen Informationsveranstaltung zu den Erträgen und Kosten eines Studiums veränderbar sind. In einem quasi-experimentellen Design wurden dazu N = 476 Interventionsteilnehmer sowie Schüler einer gematchten Kontrollgruppe über drei Erhebungszeitpunkte zu den wahrgenommenen Erträgen und Kosten sowie der subjektiven Erfolgswahrscheinlichkeit befragt. Die Ergebnisse hierarchisch linearer Modelle zeigen einen positiven, aber kurzzeitigen Interventionseffekt auf die subjektive Bewertung der Erträge, während sich die wahrgenommenen Kosten und die subjektive Erfolgswahrscheinlichkeit als weniger änderungssensitiv erwiesen. Implikationen für die Entwicklung von Interventionen mit dem Ziel der Verringerung sozialer Ungleichheiten werden diskutiert. (DIPF/Orig.)
Abstract (english): According to rational choice theory, social inequality in higher education enrolment is primarily the consequence of differences between social origin groups in individuals' perceptions of benefits, costs and the probability of success. The present study examines to what extent these perceptions are alterable by a school-based information treatment on the benefits and costs of higher education. Therefore, in a quasi-experimental design N = 476 treated students and students of a matched control group were compared with regard to their perceptions of benefits, costs, and probability of success over a period of time involving three measurement points. Results of hierarchical linear models indicate a positive but short-term treatment effect on students' perception of benefits associated with higher education enrolment, while cost considerations and students' probability of success have proved to be less sensitive to change. Implications for the development of treatments, which aim to reduce social inequality in higher education enrolment are discussed. (DIPF/Orig.)

Abstract (english): This book addresses challenges in the theoretically and empirically adequate assessment of competencies in educational settings. It presents the scientific projects of the priority program "Competence Models for Assessing Individual Learning Outcomes and Evaluating Educational Processes," which focused on competence assessment across disciplines in Germany.
The six-year program coordinated 30 research projects involving experts from the fields of psychology, educational science, and subject-specific didactics. The main reference point for all projects is the concept of "competencies," which are defined as "context-specific cognitive dispositions that are acquired and needed to successfully cope with certain situations or tasks in specific domains" (Koeppen et al., 2008, p. 62). The projects investigate different aspects of competence assessment: The primary focus lies on the development of cognitive models of competencies, complemented by the construction of psychometric models based on these theoretical models. In turn, the psychometric models constitute the basis for the construction of instruments for effectively measuring competencies.
The assessment of competencies plays a key role in optimizing educational processes and improving the effectiveness of educational systems. This book contributes to this challenging endeavor by meeting the need for more integrative, interdisciplinary research on the structure, levels, and development of competencies. (DIPF/Orig.)

Abstract: Completing test items under multiple speed conditions avoids the performance measure being confounded with individual differences in the speed-accuracy compromise, and offers insights into the response process, that is, how response time relates to the probability of a correct response. This relation is traditionally represented by two conceptually different functions: the speed-accuracy trade-off function (SATF) across conditions relating the condition average response time to the condition average of accuracy, and the conditional accuracy function (CAF) within a condition describing accuracy conditional on response time. Using a generalized linear mixed modelling approach, we propose an item response modelling framework that is suitable for item response and response time data from experimental speed conditions. The proposed SATF and CAF model accommodates response time effects between conditions (i.e., person and item SATF slope) and within conditions (i.e., residual CAF slopes), captures person and item differences in these effects, and is suitable for measures with a strong speed component. Moreover, for a single condition a CAF model is proposed distinguishing person, item and residual CAF. The properties of the models are illustrated with an empirical example. (DIPF/Orig.)

Abstract: Thoughtful decision-making to resolve socioscientific issues is central to science, technology, society, and environment (STSE) education. One approach for attaining this goal involves fostering students' decision-making processes. Thus, the present study explores whether the application of decision-making strategies, combined with reflections on the decision-making processes of others, enhances decision-making competence. In addition, this study examines whether this process is supported by elements of self-regulated learning, i.e., self-reflection regarding one's own performance and the setting of goals for subsequent tasks. A computer-based training program which involves the resolution of socioscientific issues related to sustainable development was developed in two versions: with and without elements of self-regulated learning. Its effects on decision-making competence were analyzed using a pre test-post test follow-up control-group design (N = 242 high school students). Decision-making competence was assessed using an open-ended questionnaire that focused on three facets: consideration of advantages and disadvantages, metadecision aspects, and reflection on the decision-making processes of others. The findings suggest that students in both training groups incorporated aspects of metadecision into their statements more often than students in the control group. Furthermore, both training groups were more suc- cessful in reflecting on the decision-making processes of others. The students who received additional training in self-regulated learning showed greater benefits in terms of metadecision aspects and reflection, and these effects remained significant two months later. Overall, our findings demonstrate that the application of decision-making strategies, combined with reflections on the decision-making process and elements of self-regulated learning, is a fruitful approach in STSE education. Abstract (english): Background: Evidence suggests that pooling multiple independent diagnoses can improve diagnostic accuracy in well-defined tasks. We investigated whether this is also the case for diagnostics in emergency medicine, an ill-defined task environment where diagnostic errors are rife. Methods: A computer simulation study was conducted based on empirical data from 2 published experimental studies. In the computer experiments, 285 medical students independently diagnosed 6 simulated patients arriving at the emergency room with dyspnea. Participants' diagnoses (n = 1,710), confidence ratings, and expertise levels were entered into a computer simulation. Virtual groups of different sizes were randomly created, and 3 collective intelligence rules (follow-the-plurality rule, follow-the-most-confident rule, and follow-the-most-senior rule) were applied to combine the independent decisions into a final diagnosis. For different group sizes, the performance levels (i.e., percentage of correct diagnoses) of the 3 collective intelligence rules were compared with each other and against the average individual accuracy. Results: For all collective intelligence rules, combining independent decisions substantially increased performance relative to average individual performance. For groups of 4 or fewer, the follow-the-most-confident rule outperformed the other rules; for larger groups, the follow-the-plurality rule performed best. For example, combining 5 independent decisions using the follow-the-plurality rule increased diagnostic accuracy by 22 percentage points. These results were robust across case difficulty and expertise level. Limitations: Our findings are based on simulated patients diagnosed by medical students. Whether results generalize to clinical practice is currently unknown. Conclusion: Combining independent decisions may substantially improve the quality of diagnoses in emergency medicine and may thus enhance patient safety. (DIPF/Orig.)

Nach einer theoretischen Einleitung, die den Diskussionsstand der Implementationsforschung - soweit er einschlägig ist - beschreibt, wird im ersten Abschnitt versucht, den politisch-administrativen Entscheidungsprozess zu rekonstruieren, um den Leser dieses Bandes in die Lage zu versetzen, die Umsetzung der Strukturreform unter Kenntnis der tatsächlichen Kontextbedingungen zu beurteilen. Im zweiten Abschnitt werden die Fragestellungen der empirischen Untersuchung entwickelt, indem das Potential, aber auch die strukturellen Restriktionen der Reform beschrieben und analysiert werden. Abstract (english): A model of decision-making competence for secondary school students was developed and validated within the project "Decision-Making Competence Regarding Challenging Issues of Sustainable Development". The model rests on three pillars: Education for Sustainable Development, decision-making theory, and educational competence modeling. Three dimensions of decision-making competence were identified: (1) "Understanding values and norms" in the context of Sustainable Development (SD), (2) "Developing solutions", and (3) "Evaluating solutions" for SD problems. The two last-mentioned dimensions stem from decision-making theory, and were adapted to educational purposes. Related measurement instruments were developed according to Wilson's developmental cycle, using a between-item-multidimensionality approach. The test development procedures and results are described for the dimension "Developing solutions". Moreover, we started with an experimental validation of a theory of socioscientific decision making. More specifically, we used training-induced strategies to realize experimental variation to differentiate empirically between two decision-making dimensions and problem solving. The results of a pilot study addressing the validation of "Developing solutions" and "Evaluating solutions", vis-à-vis problem solving, are reported and discussed.
