Abstract(englisch):
The central objective of this chapter is to describe the concepts underlying the development of national educational standards in the German-speaking countries. As Germany holds a pioneering role within these countries, the authors focus on the German conception of educational standards here. They seek to answer two questions: A) What basic understanding of educational standards underlies these concepts? B) What approach is taken to develop competence models and to assess competencies? The authors introduce their analyses with a brief overview of the educational standards currently used in the United States and the experience gathered there regarding their functionality and effectiveness.
